RESOLUTION 8680

<br /> ACCEPT IMPROVEMENTS AND APPROVE FINAL PAYMENT FOR 2015 STREET AND
<br /> UTILITY IMPROVEMENT PROJECT—AREA H
<br /> WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007 establishing
<br /> the Street and Utility Improvement Program (Program), which includes nine Street and Utility
<br /> Improvement Projects identified as Areas A through I; and,
<br /> WHEREAS, the City Council authorized Stantec Consulting Services, Inc. to perform
<br /> professional engineering design services on July 14, 2014 via Resolution 8281 for Area H of the
<br /> Program, known as the 2015 Street and Utility Improvement Program —Area H (Project); and,
<br /> WHEREAS, the City Council denied Stormwater Infiltration Program appeals and
<br /> approved the proposed locations of the stormwater infiltration basins for the Project on
<br /> November 24, 2014 via Resolution 8327; and,
<br /> WHEREAS, the City Council approved a non-standard street design and parking
<br /> restrictions for Ardan Avenue on November 24, 2014 via Resolution 8328; and,
<br /> WHEREAS, the City Council approved a non-standard street design and parking
<br /> restrictions for Groveland Road on November 24, 2014 via Resolution 8329; and,
<br /> WHEREAS, the City Council approved design services related to replacing the
<br /> Groveland lift station on December 8, 2014 via Resolution 8345; and,
<br /> WHEREAS, the City Council approved the plans and specifications and authorized the
<br /> advertisement for bids for the Project on February 23, 2015 via Resolution 8377; and,
<br /> WHEREAS, a bid opening was held on March 25, 2015 and six sealed bids were
<br /> received ranging from $3,186,557.69 to $4,327,928.00 for construction of the Project, with the
<br /> lowest responsive bid submitted by Northwest Asphalt, Inc. of Shakopee, MN; and,
<br /> WHEREAS, the City Council awarded a construction contract to Northwest Asphalt, Inc.
<br /> for construction of the Project on April 13, 2015 via Resolution 8393; and,
<br /> WHEREAS, the City Council approved construction services related to the Groveland lift
<br /> station on November 9, 2015 via Resolution 8477; and,
<br /> WHEREAS, Northwest Asphalt, Inc. has successfully completed all Project construction
<br /> and met all other contract requirements for the Project with the substantial completion date of
<br /> May 27, 2016 and a final construction cost of$3,231,071.79; and,
<br /> WHEREAS, City staff and Stantec Consulting recommend accepting the completed
<br /> construction work and issuing final payment for$283,556.99 to Northwest Asphalt, Inc.
<br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
<br /> Ramsey County, Minnesota as follows:
<br /> 1. All work completed under the contract between the City and Northwest Asphalt, Inc. for
<br /> construction of the 2015 Street and Utility Improvement Program — Area H is hereby
<br /> accepted and approved.
