Mounds View City Council April 8, 2013 <br />Regular Meeting Page 3 <br /> <br />D. Resolution 8084, Approving Services Agreement between the State of <br />Minnesota Second Judicial District and Mounds View Police Department for <br />Implementation and Purchase of an Electric Citation Interface System. <br /> <br />Police Chief Kinney requested the Council consider approving a services agreement between the <br />State of Minnesota Second Judicial District and the Mounds View Police Department for <br />implementation and purchase of an electronic citation interface system. He indicated this system <br />would assist the department in electronically printing and transmitting citations. He commented <br />the Law Enforcement Technology Group program came in with a lower bid that would cost <br />approximately $27,252 for the purchase of the system, software licensing, and maintenance <br />support. Police Chief Kinney noted the City would have $10,000 available from the State of <br />Minnesota to assist in offsetting this expense. This reduction would lead to a final expense of <br />$17,252, which was below the $20,000 budgeted for 2013. <br /> <br />Council Member Meehlhause questioned if this was a mandated purchase. Police Chief Kinney <br />indicated that State was mandating that all agencies move to an electronic filing program by <br />2014. <br /> <br />Council Member Meehlhause asked if the Chief had investigated both vendors prior to making a <br />recommendation to Council. Police Chief Kinney stated he had considered both vendors and <br />noted that LETG was a local company that reportedly provided better customer service. He <br />explained that in the future, LETG could be used for the department’s entire records management <br />system. <br /> <br />Acting Mayor Mueller inquired how the new system would be incorporated into the department’s <br />squad cars. Police Chief Kinney indicated that each marked squad car would have a printer <br />device installed and software added to their laptop. He explained that data could then be <br />transferred into the City’s data management system and then onto the Ramsey County courts. He <br />noted this would be a much more efficient way for the City to manage information. <br /> <br />Council Member Meehlhause questioned how quickly the information would pass from the City <br />of Mounds View Police Department to the Ramsey County courts system. Police Chief Kinney <br />anticipated that information would be transferred on the next business day. He stated he would <br />learn more after the system was brought online. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8084, <br />Approving Services Agreement between the State of Minnesota Second Judicial District and <br />Mounds View Police Department for Implementation and Purchase of an Electric Citation <br />Interface System. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />8. CONSENT AGENDA <br />A. Resolution 8081, Authorizing Insurance Policies for the Year January 2013 <br />through December 2013.
