Mounds View City Council April 22, 2013 <br />Regular Meeting Page 5 <br /> <br /> <br />11. REPORTS <br />A. Reports of Mayor and Council. <br /> <br />Council Member Meehlhause explained that on Friday, April 26th, Wildwood Manor would be <br />having an Open House to celebrate 30 years of affordable senior living in Mounds View. The <br />event would take place from 1:00-4:00 p.m. <br /> <br />Council Member Meehlhause noted on Tuesday, May 7 th Ramsey County Public Works would <br />be holding a TCAAP remediation update that would be open to the public. <br /> <br />Council Member Mueller stated the Mounds View Business Council would be meeting on <br />Wednesday, May 8th at 7:30 a.m. at the Community Center. <br /> <br />Council Member Mueller commented the Festival in the Park committee was still seeking <br />volunteers. The next meeting would be held on Tuesday, May 21st at 7:00 p.m. at City Hall. <br /> <br /> B. Reports of Staff. <br />1. Finance 1st Quarter Report. <br /> <br />Finance Director Beer reviewed the 1st Quarter Finance Report with the Council. He explained <br />the majority of revenues would be received in the 2nd and 4th quarter through property taxes. He <br />noted the 2012 fund balance was 60.6%. The banquet operations were discussed along with <br />revenues for the community center. The street improvement fund balance was reviewed. Staff <br />noted the economic recovery continues to be slow and that investment rates were low at this <br />time. He asked for comments or questions from the Council. <br /> <br />Mayor Flaherty thanked Finance Director Beer for his report this evening. <br /> <br />City Administrator Ericson stated the Irondale and Mounds View Youth Hockey Associations are <br />requesting the escrow requirement be released for one of the sheets of ice at the Super Rink in <br />Blaine, Minnesota. This would allow the funds to be used for locker room improvements. The <br />four cities have discussed this internally and have determined it would not be prudent to release <br />the $400,000 escrow as $300,000 was required to remain in escrow as required within the written <br />documents. He stated the funds in escrow protected the cities if the hockey associations do not <br />rent enough ice time. He commented that unanimous consent would be needed from all cities. <br /> <br />Finance Director Beer questioned when the youth hockey association was seeking a decision on <br />the matter. City Administrator Ericson stated they would like to see a decision made in May. <br /> <br />Mayor Flaherty suggested this be discussed at a future work session meeting in more detail. <br /> <br />City Administrator Ericson commented the Town Hall Meeting would be held on Monday, April <br />29th at City Hall from 6:00-8:30 p.m. All residents were invited to attend. <br />
