Mounds View City Council June 10, 2013
Regular Meeting Page 2

Assistant City Administrator Crane stated that the owner of Moe’s has submitted all of the
necessary paperwork and fees for their On Sale Intoxicating Liquor License. She recommended
approval contingent upon a satisfactory criminal background check.

Hearing no further public input, Mayor Flaherty closed the public hearing at 7:10 p.m.

Mayor Flaherty asked if there was enough time for this liquor license to be approved by the State
prior to June 30th. Assistant City Administrator Crane commented she would be mailing in the
paperwork on June 11th.

MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8093,
a Resolution to Consider an On-Sale Intoxicating Liquor License for Moe’s located at 2400
County Highway 10 contingent upon a satisfactory criminal background check.

Ayes – 5 Nays – 0 Motion carried.

B. Resolution 8110, Authorizing the Purchase of a New Electronic Message Sign
for City Hall.

Economic Development Specialist Steinmetz stated improving the Highway 10 Corridor has
become a priority for the Council in 2013. She explained the current electronic sign was
approximately 14 years old and was not aesthetically pleasing. Staff was recommending the
Council authorize the purchase of a new message sign with a monument stone base. She
indicated she received five quotes for a new amber colored sign. The quotes submitted by Sign
Crafters and Sign Source were reviewed with the Council. She noted Sign Crafters submitted a
low bid of $48,645.

Economic Development Specialist Steinmetz requested the Council review both sign quotes and
provide Staff with direction on how to proceed. She indicated if the Council were to approve the
sign purchase she recommended it be for a fee not to exceed $50,000.

Council Member Mueller questioned the proposed size of the new sign. Economic Development
Specialist Steinmetz explained the new sign would be located in the same general area and would
be the same foot print of the existing sign but the base would be different.

Council Member Gunn approved of the amber pixel tint.

Council Member Mueller requested the Mounds View logo be placed higher on the base of the
sign.

Mayor Flaherty questioned the height of the base and message board. Economic Development
Specialist Steinmetz reviewed the proposed sign heights in detail with the Council. She
indicated that the sign proposals from either vendor could be altered based on direction from the
Council.
