Mounds View City Council January 11, 2016 <br />Regular Meeting Page 8 <br /> <br />Council Member Mueller supported the City holding a public hearing. She believed it would be <br />beneficial to hear the comments and concerns of the residents while the Council considered <br />organized collection as a possibility for the City of Mounds View. <br /> <br />Council Member Hull questioned when staff could have answers available for the Council <br />regarding organized trash collection. City Administrator Ericson stated this would depend upon <br />what answers the Council was seeking. He provided comment on the process that would need to <br />be followed with a consultant and estimated it would take several months for staff to have <br />answers for the Council. <br /> <br />Council Member Hull requested staff provide the Council with information from neighboring <br />communities regarding the wear and tear on roads. He stated he would support a public hearing <br />as he wanted to hear from the public on this topic. <br /> <br />Council Member Meehlhause was in favor of delaying a public hearing at this time given the fact <br />the City just completed a survey. He noted this item has been on past Council agendas and no <br />comments have been received. He recommended the Council and staff continue to gather <br />information on organized collection and to see if a consortium effort could be pursued. <br /> <br />Mayor Flaherty understood the Council wanted additional information. In order to gather this <br />information staff would have to enter into negotiations with haulers. He stated this information <br />would then provide the Council with details regarding costs. He believed the Council was also <br />interested in learning more about how streets were being impacted by garbage haulers. City <br />Administrator Ericson estimated it would cost the City at least $10,000 to $20,000 to hire a <br />consultant to study the impact numerous garbage haulers have on public streets. He indicated he <br />could provide the Council with information on neighboring communities’ studies but the results <br />would not be specific to Mounds View. <br /> <br />Mayor Flaherty requested staff provide the Council with a timeline and estimate how much staff <br />time would be involved to further investigate this matter. City Administrator Ericson reported he <br />could look into this and would report back to the Council. <br /> <br />Council Member Mueller questioned if the Council supported a public hearing on this topic on <br />February 8th. <br /> <br />Mayor Flaherty was in favor of holding a public hearing but wanted to have more information <br />from staff prior to taking comments from the public. He questioned if the Council would support <br />staff moving forward with the 60 day negotiation process with haulers. He believed this would <br />be the only way the City would have detailed information regarding rates. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Authorize Staff to move forward with the 60 Day <br />Exclusive Negotiation Process with Trash Haulers. <br /> <br />Council Member Mueller asked if the Council wanted to also authorize staff to complete a street <br />study.
