Mounds View City Council March 28, 2016 <br />Regular Meeting Page 4 <br /> <br />Mayor Flaherty discussed the City’s rules and Ordinances that had to be followed regarding <br />liquor license. He did not appreciate Mr. Punjani’s idle threats to not pay his property taxes. <br /> <br />Mr. Punjani commented he has paid the property taxes for the past 15 years on this property and <br />he would pay the property taxes. <br /> <br />Mayor Flaherty reported that once the property taxes were paid in full the City could consider the <br />liquor license request. <br /> <br />Council Member Gunn stated according to the information provided by staff, Mr. Punjani was <br />late on paying half of 2014 and all of 2015 property taxes. Mr. Punjani reported this was due to <br />the fact a former tenant had not paid him rent for six months. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. 7:00 p.m. Public Hearing: Resolution 8543, a Resolution to Consider a <br />Conditional Use Permit for a Temporary Garden Center at 2523 County <br />Road 10; Planning Case CU2016-001. <br /> <br />Planner Sevald explained Camillo Ogando (Garden City LLC), has requested a Conditional Use <br />Permit (CUP) for a temporary garden center in the parking lot of the Mounds View Square <br />shopping center at 2523 County Road 10. It was noted the property was zoned B-4. He <br />commented the seasonal garden center operation would be similar to what has been conducted at <br />this location in previous years. Staff indicated the Planning Commission reviewed this request at <br />their March 16 th meeting and recommended approval of the CUP with conditions. <br /> <br />Mayor Flaherty opened the public hearing at 7:38 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:38 p.m. <br /> <br />Mayor Flaherty asked if the garden center would be similar to Linder’s. Camillo Ogando, <br />Garden City LLC, indicated he worked for Linder’s for 14 years and stated his garden center <br />would be similar to Linder’s. <br /> <br />Council Member Mueller questioned if the garden center presentation and stock would be the <br />same as Linder’s. Mr. Ogando commented his garden center presentation would be the same as <br />Linder’s and noted the same greenhouse building would be used. He reported he would be <br />buying his annuals and perennials from local suppliers. <br /> <br />Council Member Mueller inquired when the garden center would be open for business. Mr. <br />Orgando anticipated the garden center would be open by Friday, April 29 th . <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8543, a <br />Resolution to Consider a Conditional Use Permit for a Temporary Garden Center at 2523 County <br />Road 10.
