Mounds View City Council May 23, 2016 <br />Regular Meeting Page 7 <br /> <br /> <br />Council Member Meehlhause commented on the discussion held by the Planning Commission at <br />their May 18th meeting. He explained after much discussion, the Commission wanted to see the <br />Ordinance amended versus granting a variance. <br /> <br />Council Member Mueller believed that because the sign would be located at an intersection with <br />a four way stop there was less concern for her regarding the line of sight. <br /> <br />Council Member Meehlhause recommended the Council direct staff to proceed with the <br />Ordinance change. <br /> <br />The Council consensus was to direct staff to move forward with the Ordinance amendment to <br />allow full-color dynamic display signs in the R-1 zoning district for churches and schools. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. Continued Public Hearing: Resolution 8568, a Resolution to Consider an On- <br />Sale Intoxicating Liquor License for Moe’s located at 2400 County Road 10. <br /> <br />Assistant City Administrator Crane stated at the May 9th City Council meeting this matter was <br />introduced and continued to May 23rd. The consensus of the Council on May 9th was to charge <br />Moe’s a 20% license late fee in accordance with the 2016 fee schedule. Since that time Moe’s <br />owners have submitted all necessary paperwork, materials and fees. She noted all utility bills <br />have been paid in full including late fees. Staff recommended the Council hold a public hearing, <br />take comments from the public and approve the on-sale intoxicating liquor license for Moe’s, <br />contingent upon a satisfactory fire inspection. <br /> <br />Mayor Flaherty explained the public hearing was still open for comment. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:55 p.m. <br /> <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 8568, a <br />Resolution to Consider an On-Sale Intoxicating Liquor License for Moe’s located at 2400 <br />County Road 10, contingent upon a satisfactory fire inspection. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />G. Second Reading and Adoption of Ordinance 916, an Ordinance Updating <br />Chapter 1006 of the Mounds View City Code Regarding Certificates of <br />Occupancy and Escrows (ROLL CALL VOTE). <br /> <br />City Administrator Ericson stated this Ordinance was introduced to the Council at their May 9th <br />meeting. He explained this Ordinance amends Chapter 1006 of the City Code which allows for <br />the charging of escrows when a Certificate of Occupancy was requested and there were still items <br />that had to be completed. He reported this was a very standard practice among communities.
