Mounds View City Council June 13, 2016 <br />Regular Meeting Page 8 <br /> <br /> <br />Mayor Flaherty thanked the League of Minnesota Cities for drafting an Ordinance to assist cities <br />in opting out of this State Statute. <br /> <br />MOTION/SECOND: Hull/Mueller. To Waive the First Reading and Introduce Ordinance 921, <br />an Ordinance Opting Out of the requirements of Minnesota State Statute 462.3593, which <br />Defines and Regulates Temporary Family Health Care Dwellings. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br /> J. Resolution 8598, Approving the Upgrade for the SCADA Computer <br />Program. <br /> <br />Public Works Supervisor Peterson requested the Council approve an upgrade for the SCADA <br />computer program. He indicated the City has operated a water and sewer system since the <br />1960’s. This SCADA system controls pumping of the water and oversees the City’s two lift <br />stations. He indicated the current SCADA system was purchased in 1989, was upgraded in 1998. <br />This system consists of a computer, hardware and software. It was noted this system was in need <br />of another upgrade from Automatic Systems and would cost $33,418 with the road sensors. Staff <br />recommended approval of this request. <br /> <br />Council Member Mueller asked if staff was asking for a total of $43,265 for the SCADA system <br />and road sensors. Public Works Supervisor Peterson reported this was the case. <br /> <br />Council Member Meehlhause questioned where the road sensors would be located. Public <br />Works Supervisor Peterson described where the three road sensors would be located in the City <br />of Mounds View. <br /> <br />Council Member Mueller looked forward to seeing the information gathered from the road <br />sensors and hoped the City would be able to better regulate the road salt that was used on the <br />City’s streets. She indicated this was one of the factors in the City’s GreenStep program. <br /> <br />MOTION/SECOND: Mueller/Hull. Resolution 8599, Approving the Authorization of AE2S to Perform a Water <br />Production Assessment and to Prepare a Management Program for the <br />Water Infrastructure. <br /> <br />Public Works Supervisor Peterson requested approval of AE2S to perform a water production <br />assessment and to prepare a management program for the water infrastructure. He explained the <br />water systems have been operating for over 25 years with no material upgrades. Staff has found <br />that a lot of the components within the well pumps were obsolete which made repairs quite <br />difficult. For this reason, staff recommended the Council approve a water production assessment
