To Waive the Reading and Adopt Resolution 8620 to <br />Consider a Chicken Keeping License for Andre and Patricia Koen located at 7951 Greenwood <br />Drive. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />G. Resolution 8617, Authorizing the Sending of a Notice of Termination of <br />Lease to Creative Kids Academy – Mounds View, Inc. <br /> <br />City Administrator Ericson stated this item was discussed briefly at the Council’s August 8 th <br />meeting. The item was continued to allow for comment to be received from the owner of <br />Creative Kids Academy. He reported over the past few years, the YMCA has expressed <br />interested in providing childcare at the Community Center. It was noted Creative Kids Academy <br />currently provides childcare services within the Community Center. He noted the existing lease <br />with Creative Kids does have an early termination clause that would allow the City to opt out <br />with a one-year notice. The benefits of having a single provider in the Community Center space <br />was reviewed at length with the Council. Staff recommended the Council authorize the sending <br />of the Notice of Termination to Creative Kids Academy. <br /> <br />Mr. Garg, Creative Kids Academy, thanked the Council for delaying action on this item until he <br />could be in attendance at the meeting. He stated he was very surprised to learn that the City was <br />interested in terminating the lease he had at the Community Center. He believed it was in the <br />best interest of the community to keep Creative Kids Academy in business as it was only one of <br />two accredited childcare providers in the City of Mounds View. He explained his families <br />appreciated the size, healthy food, enrichment classes and enhanced programming provided by <br />Creative Kids Academy. He discussed the involvement he has in the community and noted he <br />has never been delinquent on his rent. He stated he would be more than willing to pay property <br />taxes if this was a concern to the City. In addition, he was more than willing to assume the <br />custodial services. He commented on the numerous investments he had made in the building and <br />grounds. He indicated his business was not for sale and his employees would not be absorbed by <br />the YMCA. He feared how his families would be disrupted by the proposed hostile takeover. <br /> <br />Nate Danielson, YMCA, explained the YMCA began a relationship with the City in 1999. He <br />discussed the growth that has occurred over the past five years at the Community Center. Due to <br />the growth and expanded programing, the idea arose to take on childcare in order for this space to <br />be programmed in the evening hours. He discussed the financial aid assistance that would be <br />available to families through the YMCA. He explained the YMCA was proposing to provide <br />high quality childcare and would be accredited. It was his opinion childcare services was a <br />natural extension of the YMCA programming. <br /> <br />Mayor Flaherty asked what the relationship was now between the YMCA and Creative Kids. <br />Mr. Danielson stated Creative Kids staff volunteers at all YMCA events and the Y markets their
