Staff recommended the Council approve the special assessment levies. Mayor Flaherty questioned the term of the levies. Finance Director Beer reported the assessments would begin in 2017 and would have a term of five years. MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8624, Adopting a Special Assessment Levy for Private Improvements in Area I of the Street and Utility Improvement Program. Council Member Mueller was pleased that these residents took advantage of the opportunity to improve their property during the Street and Utility Improvement Project. Ayes – 5 Nays – 0 Motion carried. E. Resolution 8627, Approving the Hire of Margaret Hicks to the Position of Police Records/Evidence Technician. Assistant City Administrator Crane requested the Council approve the hire of Margaret Hicks to the position of Police Records/Evidence Technician. She explained this position would be vacant after the retirement of Kathy Bittner on September 30 th . She noted the Police Civil Service Commission discussed this matter and supported the hiring process. She commented further on the hiring process that was followed by staff and recommended the hiring of Margaret Hicks. Council Member Meehlhause asked if Ms. Hicks had prior experience. Assistant City Administrator Crane reported Ms. Hicks had extensive experience. Police Chief Harder explained Ms. Hicks was familiar with the Zeurcher system which would be of great help to the City of Mounds View. MOTION/SECOND: Mueller/Meehlhause. Resolution 8617, Authorizing the Sending of a Notice of Termination of Lease to Creative Kids Academy – Mounds View, Inc. City Administrator Ericson stated this item was before the Council previously in August. He explained the matter was tabled and action was being requested this evening. He noted the owners of Creative Kids Academy were in attendance to address the Council. He explained Creative Kids Academy has been in operation at the Community Center since 2009. He reported it has been the City’s goal to have non-profit, government essential services within the Community Center. However, when the original tenant moved out the community wanted another childcare option.
