Mounds View City Council September 12, 2016 <br />Regular Meeting Page 4 <br /> <br />public hearing and understood a $35 administrative fee would be placed on their assessment. <br />Staff recommended the Council approve the special assessment levies. <br /> <br />Mayor Flaherty questioned the term of the levies. Finance Director Beer reported the <br />assessments would begin in 2017 and would have a term of five years. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8624, <br />Adopting a Special Assessment Levy for Private Improvements in Area I of the Street and Utility <br />Improvement Program. <br /> <br />Council Member Mueller was pleased that these residents took advantage of the opportunity to <br />improve their property during the Street and Utility Improvement Project. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. Resolution 8627, Approving the Hire of Margaret Hicks to the Position of <br />Police Records/Evidence Technician. <br /> <br />Assistant City Administrator Crane requested the Council approve the hire of Margaret Hicks to <br />the position of Police Records/Evidence Technician. She explained this position would be <br />vacant after the retirement of Kathy Bittner on September 30 th . She noted the Police Civil Service <br />Commission discussed this matter and supported the hiring process. She commented further on <br />the hiring process that was followed by staff and recommended the hiring of Margaret Hicks. <br /> <br />Council Member Meehlhause asked if Ms. Hicks had prior experience. Assistant City <br />Administrator Crane reported Ms. Hicks had extensive experience. Police Chief Harder <br />explained Ms. Hicks was familiar with the Zeurcher system which would be of great help to the <br />City of Mounds View. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8627, <br />Approving the Hire of Margaret Hicks to the Position of Police Records/Evidence Technician. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. Resolution 8617, Authorizing the Sending of a Notice of Termination of <br />Lease to Creative Kids Academy – Mounds View, Inc. <br /> <br />City Administrator Ericson stated this item was before the Council previously in August. He <br />explained the matter was tabled and action was being requested this evening. He noted the <br />owners of Creative Kids Academy were in attendance to address the Council. He explained <br />Creative Kids Academy has been in operation at the Community Center since 2009. He reported <br />it has been the City’s goal to have non-profit, government essential services within the <br />Community Center. However, when the original tenant moved out the community wanted <br />another childcare option. <br />
