Mounds View City Council August 25, 2014 <br />Regular Meeting Page 4 <br /> <br /> <br />F. Resolution 8292, Approving the Purchase for a Records Management System <br />(RMS) from Zuercher Technologies. <br /> <br />Police Chief Kinney requested the Council consider the purchase of a records management <br />system (RMS) from Zuercher Technologies. He explained the Police Department’s current RMS <br />system was 10 years old and stated the department was being forced to make a change as the <br />current RMS technology would no longer be supported in 2015. He indicated the RMS system <br />would be supported by the City of Roseville. He reported that the new system would provide <br />better data sharing opportunities between local agencies and with the County. <br /> <br />Police Chief Kinney discussed the various options available from Zuercher for their RMS and <br />citation programs. Another option for the City would be to convert over to the LETG RMS <br />system. However, this was not the system used by the County or neighboring agencies. It was <br />noted the cost of the Zuercher system ($104,000) would be due in 2015. The annual maintenance <br />fees for the system were $20,355 and would not be due until 2016. Staff recommended the <br />Council approve the RMS from Zuercher Technologies. <br /> <br />Council Member Meehlhause asked the benefits of the new system versus the current system. He <br />also requested further information on staff’s recommendation. Police Chief Kinney commented <br />the LETG citation program has had some issues with incorporating the City of Mounds View’s <br />Ordinances. He recommended that the Council purchase the new Zuercher RMS and do away <br />with the LETG citation program. <br /> <br />Council Member Meehlhause questioned if the County would be requesting reimbursement for <br />the $26,000 up front costs for hosting the Zuercher system. Police Chief Kinney commented that <br />the County was trying to make this system attractive to the suburbs and was willing to pay these <br />upfront fees to improve the data sharing between agencies. <br /> <br />Council Member Mueller stated she attended a Ramsey County Dispatch Policy Committee <br />meeting last Thursday and Sheriff Bostrom discussed the importance of the new program and the <br />ability to share data between agencies. She explained that Sheriff Bostrom recommended the <br />Council not pursue the LETG option as he has not seen great results from this program. She <br />wanted to be ensured that there was data migration from the previous system to the new system. <br />She supported the extra expense for Option 2 as recommended by Police Chief Kinney. <br /> <br />Mayor Flaherty reiterated that the end goal was to have all local agencies using the same RMS as <br />this would allow for the best data sharing situation. Police Chief Kinney stated this was the case. <br /> <br />Mayor Flaherty asked if the County would be charging a maintenance fee to the City for hosting <br />the servers for the RMS program. Police Chief Kinney indicated he would speak with the <br />County and report back to the Council. <br /> <br />Mayor Flaherty inquired how the Chief planned to fund this expense as it was not budgeted for <br />2015.
