To Waive the Second Reading and Adopt <br />Ordinance 892 an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural <br />Gas Operations within the City of Mounds View, and direct staff to publish the Ordinance <br />summary. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Flaherty. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />D. 7:00 p.m. Public Hearing, Second Reading and Adoption of Ordinance 893 <br />an Ordinance Continuing a Franchise Fee on Center Point Energy Natural <br />Gas Operations within the City of Mounds View. <br /> <br />Finance Director Beer stated the first reading and introduction of this Ordinance was held in <br />August. Resolution 8296, Approving the Final Plat for Anna Place, a 5-lot <br />Subdivision at Eastwood Road & Ardan Avenue. <br /> <br />Planning Associate Heller reviewed the two acre final plat for Anna Place, a 5-lot subdivision on <br />Ardan Avenue and Eastwood Road. Staff discussed the park dedication fee that would be due at <br />the time the plat was signed and recommended approval of the final plat. <br /> <br />Mayor Flaherty questioned if the applicant had received preliminary approval from Rice Creek <br />Watershed. Terry Buchanan, Kayak Remodeling, commented that Rice Creek Watershed has <br />granted preliminary approval and would be requiring a holding pond.
