Mounds View City Council October 13, 2014 <br />Regular Meeting Page 2 <br /> <br />Levy for Delinquent Public Utility Accounts. <br /> <br />Finance Director Beer requested the Council adopt a special assessment levy for delinquent <br />public utility accounts with Ramsey County. He explained a $35 administrative fee that would <br />be charged to each account. It was noted the assessments would be levied for one year and <br />would have an interest rate of 5.5%. <br /> <br />Mayor Flaherty opened the public hearing at 7:22 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:22 p.m. <br /> <br />Council Member Mueller stated 154 properties were on the list of delinquent accounts. She <br />questioned how these properties were notified of the City’s actions. Finance Director Beer stated <br />a letter was sent from the City to each property owner via first class mail, in addition to receiving <br />their quarterly utility bill. <br /> <br />Council Member Meehlhause asked if the City or the County received the interest. Finance <br />Director Beer explained that the City received all of the interest on these accounts once certified <br />with the County. He reported that the City now had automatic bill pay for residents that wanted <br />to take advantage of this service to pay their utility bills. <br /> <br />MOTION/SECOND: Hull/Mueller. To Waive the Reading and Adopt Resolution 8310, <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing, Resolution 8311, Adopting a Special Assessment <br />Levy on Unpaid Administrative Offence Charges and Unpaid Property <br />Abatement Charges. <br /> <br />Finance Director Beer requested the Council adopt a special assessment levy for unpaid <br />administrative offences and for unpaid property abatement charges. He reported these property <br />owners have been notified and would be charged a $35 administrative fee if not paid in the next <br />30 days. <br /> <br />Mayor Flaherty opened the public hearing at 7:30 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:30 p.m. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8311, <br />Adopting a Special Assessment Levy on Unpaid Administrative Offence Charges and Unpaid <br />Property Abatement Charges. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />
