Mounds View City Council November 10, 2014 <br />Regular Meeting Page 2 <br /> <br /> <br /> B. Resolution 8320, a Resolution Canvassing Election Results of the 2014 <br />General Election. <br /> <br />Assistant City Administrator Crane reviewed the results of the recent election and requested the <br />Council adopt a Resolution canvassing the election results for the 2014 General Election. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8320, a <br />Resolution Canvassing Election Results of the 2014 General Election. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br /> C. Presentation – Ramsey County Sheriff Matt Bostrom <br /> <br />Ramsey County Sheriff Matt Bostrom thanked the Council for their time and discussed the <br />policing efforts taking place in Ramsey County. He was pleased by the efforts of the Mounds <br />View Police Department to keep the community safe and noted the County was always available <br />to provide support. He provided further comment on the core functions of the Ramsey County <br />Sheriff’s Department. He was proud of the progress the County was making based on <br />operational changes made over the past four years. He thanked the City of Mounds View for <br />supporting and purchasing the new records management and CAD system. <br /> <br />Council Member Mueller asked if the County was investigating the use of body cams for its <br />officers. Sheriff Bostrom discussed the various types of body cams available and believed the <br />use of them would become the industry standard in the near future. He reported that the body <br />cams were less expensive than in-car cameras and would catch the officers doing great work in <br />the community. <br /> <br />Council Member Mueller requested comment on the John Choi event. Sheriff Bostrom <br />explained the event addressed domestic violence and how to interrupt the cycle of violence. He <br />was pleased that the entire County had adopted a blueprint on how to investigate and address <br />domestic violence. <br /> <br />Mayor Flaherty thanked Sheriff Bostrom for his presentation and for his dedicated service to <br />Ramsey County. <br /> <br />7. COUNCIL BUSINESS <br /> C. Resolution 8322, Authorizing the Issuance, Sale and Delivery of a Revenue <br />Obligation for the Benefit of Catholic Eldercare; Authorizing the Execution <br />and Delivery of the Revenue Obligation and Related Documents; and Taking <br />Other Actions Related Thereto. <br /> <br />Finance Director Beer explained the Council held a public hearing and preliminarily authorized <br />the issuance of conduit debt for the benefit of Catholic Eldercare. He recommended that the <br />Council approve the issuance of $4 million in conduit debt along with the execution and delivery
