Set a Public Hearing for Tuesday, May 26, 2015 at 7:00 p.m. for the Second <br />Reading and Adoption of Ordinance 902, Amending Zoning Code Title 1100, <br />Chapter 1112, to Add Requirements for Temporary Outdoor Food Sales. <br /> <br />MOTION/SECOND: Mueller/Hull. To Approve the Consent Agenda as amended removing <br />Item 8A. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />A. Resolution 8415, a Resolution Approving an Exemption for CenturyLink to <br />Install and Deploy Aerial Fiber Optic Facilities in Mounds View. <br /> <br />Council Member Hull reported there was a resident in attendance that would like to discuss this <br />item. <br /> <br />Vince Meyer, 8380 Spring Lake Road, stated approximately two months ago a truck from North <br />Carolina pulled down his driveway running steel strand cable. He discussed this with the City <br />and learned that a permit was not pulled for the work. He understood that the City put a stop to <br />the work, however, the cables were dangling from the pole to the ground near his home. He <br />indicated the cables were an eyesore. He did not support how the work was being completed and <br />has discussed his concerns with Xcel Energy. He provided the Council with several photographs <br />and requested that this matter be resolved as soon as possible. <br /> <br />Aaron Krebs, CenturyLink representative, stated he has been working with City Administrator <br />Ericson on this issue. He understood that the subcontractors were not to be working until <br />CenturyLink received the proper permits. <br /> <br />Mayor Flaherty asked if CenturyLink was piggy backing on existing lines or if new lines were <br />necessary. He inquired why the new anchors were required. Mr.Krebs explained that a wrap was <br />required around the fiber line. He explained that CenturyLink had received permission from <br />Xcel Energy to attach to their poles. He indicated he would have to review the photographs <br />further before being able to comment on Mr. Meyer’s situation. <br /> <br />Interim Public Works Director Peterson discussed the two different issues that staff was handling <br />with CenturyLink at this time. He indicated that CenturyLink was replacing several poles in the <br />City and was also installing new fiber optic lines. <br /> <br />Mayor Flaherty was in favor of tabling action on this item. He recommended that CenturyLink <br />address the concerns on Mr. Meyer’s property. <br /> <br />Council Member Mueller stated when the City stopped this project it created the condition on <br />Mr. Meyer’s property. <br /> <br />Council Member Gunn requested further information on the guide wires. Mr. Krebs discussed <br />the engineering behind the guide wires in detail with the Council.
