Mounds View City Council August 10, 2015 <br />Regular Meeting Page 2 <br /> <br />Council Member Meehlhause asked how much the City received in revenue each year from the <br />franchise fee. Finance Director Beer estimated this to be approximately $500,000 each year. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Introduce Ordinance 906, <br />an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations <br />within the City of Mounds View. <br /> <br />Mayor Flaherty believed that in 1992 when the franchise fee was originated, the Council at the <br />time thought the fee would eventually be rescinded. However, this has not been the case. He <br />discussed the value of the fee to the City and understood it has greatly assisted the City with <br />replacing its streets while also keeping the levy down on a yearly basis. Finance Director Beer <br />noted that all residents and businesses within the City paid a franchise fee. <br /> <br />Council Member Meehlhause commented that Mounds View was not the only municipality that <br />had a franchise fee. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Introduction and First Reading of Ordinance 907, an Ordinance Continuing <br />a Franchise Fee on Centerpoint Natural Gas Operations within the City of <br />Mounds View. <br /> <br />Finance Director Beer recommended the Council continue the franchise fee in 2016 with <br />Centerpoint Natural Gas. He commented that the City has a 20-year agreement with Centerpoint, <br />but noted the fee has a sunset clause, which required the Council to review this item on a yearly <br />basis. Staff recommended the Council introduce the Ordinance. <br /> <br />MOTION/SECOND: Mueller/Gunn. Resolution 8442, a Resolution Appointing a Planning and Zoning <br />Commissioner to Fill One Open Position. <br /> <br />City Administrator Ericson stated the Planning Commission had one open seat. The vacancy was <br />published and the City received two applications. He noted the Planning Commission reviewed <br />the applications of Justin Klander and Gary Quick at their August 5 th meeting. The Planning <br />Commission voted and had a 3-3 vote. Staff requested that the Council review the applications <br />and make an appointment for the position. <br /> <br />Council Member Mueller requested Justin Klander introduce himself to the City Council. <br /> <br />Justin Klander, 8354 Fairchild Avenue, introduced himself to the Council and discussed his work
