Mounds View City Council October 12, 2015 <br />Regular Meeting Page 2 <br /> <br />Ramsey County Sheriff Bostrom reviewed the improvements that have been made at the <br />detention center to improve communication between those being held and their family members. <br />He encouraged the Council and Mounds View residents to visit the Fright Farm near Aldrich <br />Arena Fridays and Saturdays in October. He reported that all funds raised by the Fright Farm <br />was used for safety equipment and youth initiatives in Ramsey County. <br /> <br />Council Member Gunn asked if the City would be coordinating a local drug take back event <br />again this year. Police Chief Kinney did not believe this would be offered in 2015, but stated this <br />could be considered for 2016. <br /> <br />Council Member Mueller questioned when the Sheriff’s Department would move to body <br />cameras. Ramsey County Sheriff Bostrom commented he and his staff has been working on how <br />to store, upload and manage the body camera data. He anticipated that the department would <br />have a smart phone, tablet and body camera in the next three to five years. He discussed how the <br />County was working to draft a data management practice at this time. <br /> <br />Mayor Flaherty thanked Sheriff Bostrom for his presentation. <br /> <br />7. COUNCIL BUSINESS <br />A. 7:00 p.m. Public Hearing to receive Public Input and pass upon Resolution <br />8460 Adopting a Special Assessment Levy for Delinquent Public Utility <br />Accounts. <br /> <br />Finance Director Beer explained the City addressed delinquent utilities during the third quarter <br />each year. He reported a $35 administrative fee has been placed on each delinquent public utility <br />account. He further reviewed the proposed assessment roll, requested the Council take <br />comments from the public and adopt the special assessment levy. <br /> <br />Mayor Flaherty opened the public hearing at 7:28 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:28 p.m. <br /> <br />MOTION/SECOND: Meehlhause/Mueller. To Waive the Second Reading and Adopt <br />Resolution 8460 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing to receive Public Input and pass upon Resolution <br />8459 Adopting a Special Assessment Levy for Administrative Offense <br />Charges and Nuisance Abatement Charges. <br /> <br />Finance Director Beer indicated administrative offense charges and nuisance abatement charges <br />were addressed by the City during the third quarter each year. He reported a $35 administrative <br />fee has been placed on each delinquent account. He further reviewed the proposed assessment <br />roll, requested the Council take comments from the public and adopt the special assessment levy.
