Mounds View City Council June 12, 2017 <br />Regular Meeting Page 4 <br /> <br />Mayor Mueller discussed the City’s water treatment plant and SCADA software. She <br />commented on the importance of clean water for Mounds View residents and encouraged the <br />State to consider providing funds to cities to assist with providing clean water. <br /> <br />Mayor Mueller expressed concern with the stress the Super Bowl would put on public safety for <br />outer ring suburbs. She questioned how these expenses would be covered. Representative <br />Jessup stated this has not been addressed by the legislators. He reported a Minneapolis group <br />was putting on the Super Bowl and stated he could raise this concern. <br /> <br />Mayor Mueller thanked Representative Jessup for his thorough report and for taking questions <br />from the City Council. <br /> <br />Representative Jessup explained he would be doing a question and answer event at the Ramsey <br />County Library in Shoreview on Thursday, June 15th at 7:00 p.m. He stated there would be free <br />ice cream at the event. <br /> <br />B. Annual Stormwater Public Information Meeting. <br /> <br />Public Works Director Erickson reviewed the City’s stormwater pollution prevention program <br />plan in detail with the Council. He explained the City was required to hold a public <br />informational meeting on a yearly basis. The public education and outreach completed in 2016 <br />was discussed. He commented on the precipitation the Twin Cities received last year and noted <br />2016 was the wettest year on record. He stated the water table has come up and has remained <br />high. He reported on the rain the City received in April and May of this year. He explained the <br />water level in the City’s ponds and wetlands was higher and sump pumps are running more <br />frequently. Staff reviewed the BMP projects that were completed in 2016 and noted the streets <br />were swept three times each year. He reported staff would have to consider the expense for the <br />long-term maintenance of the City’s infiltration basins. <br /> <br />Mayor Mueller thanked staff for the thorough report. <br /> <br />9. COUNCIL BUSINESS <br />A. Continued Public Hearing: Resolution 8771, Approving an Off-Sale <br />Intoxicating Liquor License for AB Liquor, LLC (doing business as ABC <br />Liquor), located at 2840 Mounds View Boulevard. <br /> <br />Assistant City Administrator Crane stated this item was continued from May 22nd. Since that <br />meeting, staff has received all the necessary application materials for ABC Liquor’s off-sale <br />liquor license. Staff recommended the Council close the Public Hearing and approve the liquor <br />license contingent upon a satisfactory criminal background check. <br /> <br />Hearing no public input, Mayor Mueller closed the public hearing at 7:22 p.m. <br /> <br />Mayor Mueller asked how long it would take the City to receive information on the background <br />check. Assistant City Administrator Crane stated this can take anywhere from five to ten days.
