Mounds View City Council July 10, 2017 <br />Regular Meeting Page 5 <br /> <br />A. Public Hearing: Resolution 8785, Approving a Therapeutic Massage License <br />for Eric Rautio, located at 8373 Groveland Court. <br /> <br />Assistant City Administrator Crane requested the Council approve a therapeutic massage license <br />for Eric Rautio who would be operating a business from his home at 8373 Groveland Court. She <br />reported all necessary insurance was in place along with all City and State requirements. She <br />explained this would be the first home-based massage business in Mounds View. Staff <br />recommended approval of the therapeutic massage license. <br /> <br />Mayor Mueller asked if this license was something that would be renewed on an annual basis. <br />Assistant City Administrator Crane reported this was the case. <br /> <br />Mayor Mueller opened the public hearing at 7:02 p.m. <br /> <br />Matthew Oquist, 8408 Groveland Road, questioned what the hours of operation would be for Mr. <br />Rautio’s business. <br /> <br />Eric Rautio, 8373 Groveland Court, stated his standard business hours would be 9:00 a.m. to <br />5:00 or 6:00 p.m. He explained there would be 15 minutes between his appointments to ensure <br />he would have only one client at a time. <br /> <br />David Golias, 8377 Groveland Court, indicated he was Eric’s neighbor. He stated he had <br />discussed the new home-based business with Mr. Rautio and he had no objections. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:07 p.m. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8785, <br />Approving a Therapeutic Massage License for Eric Rautio, located at 8373 Groveland Court. <br /> <br />Mayor Mueller read the conditions for approval aloud and in full for the record. <br /> <br />Council Member Bergeron fully supported Mr. Rautio operating his massage business out of his <br />home based on the numerous hours of training he has completed. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />B. Public Hearing: Resolution 8786, Approving a Temporary On-Sale <br />Intoxicating Liquor License to Ole Piper Inn to Allow Liquor to be Served <br />During the August 19, 2017, Festival in the Park. <br /> <br />Assistant City Administrator Crane requested the Council approve a temporary On-Sale <br />Intoxicating Liquor License for Ole Piper Inn to allow for liquor to be served during Festival in <br />the Park on August 19, 2017. She explained that Ole Piper Inn has handed in all necessary <br />paperwork and fees, and was in good standing with the City of Mounds View. Staff <br />recommended approval of the request.
