Mounds View City Council July 24, 2017 <br />Regular Meeting Page 6 <br /> <br />percentage of children receiving free and reduced lunches at Pinewood Elementary School (56%) <br />and estimated this percentage would rise to 61% after the apartment complex was completed. He <br />anticipated this increase would put Pinewood Elementary 15% higher than any other school in <br />the district. He feared that this area of the community would be impacted if allowed to increase <br />the free and reduced lunches to 61%. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:22 p.m. <br /> <br />Mayor Mueller recommended the Council postpone action on this matter to August 14, 2017, in <br />hopes that Council Member Bergeron and Council Member Hull could be in attendance. Planner <br />Sevald explained the City could extend this request 60 days and noted staff would provide a <br />formal written request to the applicant. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Postpone Action on the Preliminary Plat of <br />“Boulevard”, generally located at the NW Corner of Mounds View Boulevard and Groveland <br />Road to the August 14, 2017 City Council meeting. <br /> <br />Council Member Meehlhause reported the Planning Commission recommended approval of the <br />Preliminary Plat. He stated his biggest concern with this project was the traffic that would be <br />generated and how access would be made onto Mounds View Boulevard. It was his hope staff <br />would be able to speak with Ramsey County regarding this issue. He suggested a traffic light be <br />considered for the intersection of Mounds View Boulevard and Groveland Road. <br /> <br />Council Member Gunn agreed traffic was a concern, however the Council was not being asked to <br />consider the design of the project, but rather the combination of the lots. She stated the <br />developer was trying to purchase the lots in order to create a development. She encouraged the <br />Council to not lose sight of the request. <br /> <br /> Ayes – 3 Nays – 0 Motion carried. <br /> <br />C. Resolution 8778, Approval of a Development Review of “Boulevard”, a 60 <br />unit Apartment Building, general located at the NW Corner of Mounds View <br />Boulevard and Groveland Road. <br /> <br />This item was removed from the agenda. <br /> <br />D. Resolution 8795, Approving the Hire of Benjamin Geisbauer to the Position <br />of Public Works Maintenance Worker. <br /> <br />Assistant City Administrator Crane stated the Council was being asked to approve the hire of <br />Benjamin Geisbauer to the position of Public Works Maintenance Worker. She explained an <br />offer letter was extended to Mr. Geisbauer with the new pay rates, however the labor agreement <br />is yet unsigned. For this reason, she suggested this item be postponed to August 14, 2017. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Postpone Action on the Hire of Benjamin
