Mounds View City Council March 13, 2017 <br />Regular Meeting Page 2 <br /> <br />Assistant City Administrator Crane requested the Council adopt a resolution canvassing the 2017 <br />Special Election, which was held on Tuesday, March 7th. Staff reviewed the results and noted <br />William Bergeron would be sworn in on Monday, March 27th. <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8730, <br />Canvassing the 2017 Special Election. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />The Council offered Council Member Elect William Bergeron a round of applause. <br /> <br />Council Member Elect William Bergeron, 7729 Woodlawn Drive, thanked everyone who came <br />out and voted at the Special Election. He looked forward to serving as a Council Member in the <br />City of Mounds View. <br /> <br />7. COUNCIL BUSINESS <br />A. Resolution 8719, Accepting the Bids and Awarding the Contract for the <br />Construction of the Public Works Facility. <br /> <br />Public Works Director Erickson requested the Council accept the bids and award the contract for <br />the construction of the Public Works Facility. He reviewed the history of this project and noted <br />bids were opened on February 21st. He explained the low bidder was Ebert Construction. Staff <br />provided further comment on the proposed bid along with the alternatives and recommended a <br />6% contingency be included in the contract. <br /> <br />Council Member Meehlhause asked why there was such a discrepancy for Alternate #1 bid. <br />Public Works Director Erickson stated he was uncertain why these numbers varied so much <br />between bidders. <br /> <br />Council Member Meehlhause questioned where the storage containers would be located. Public <br />Works Director Erickson explained the storage containers would be placed outside of the water <br />treatment plant. <br /> <br />Council Member Meehlhause inquired where the SCADA system would be relocated. Public <br />Works Director Erickson indicated this would be placed in the water treatment plant as well. <br /> <br />Mayor Mueller thanked staff for the thorough staff report. She was pleased that the bids came in <br />$700,000 lower than was estimated by the City Engineer. <br /> <br />MOTION/SECOND: Hull/Gunn. To Waive the Reading and Adopt Resolution 8719, Accepting <br />the Bids and Awarding the Contract for the Construction of the Public Works Facility. <br /> <br />Council Member Meehlhause questioned when the Public Works Facility project would begin. <br />Public Works Director Erickson anticipated work would begin mid-April after road restrictions <br />have been lifted.
