Mounds View City Council September 11, 2017 <br />Regular Meeting Page 4 <br /> <br /> <br />Council Member Bergeron questioned if additional employees would be brought on to monitor <br />the theaters. Kirsten Dillon, General Manager for New Vision Cinema, stated it was her hope the <br />proposed renovations would bring more business to the theater, which would require the hiring <br />of additional employees. <br /> <br />Mayor Mueller requested further information on the actions the City would take if liquor were <br />sold to a minor at the movie theater. Finance Director Beer reviewed the actions that could be <br />taken by the City if liquor were served to a minor. <br /> <br />Council Member Gunn noted Moe’s was located quite close to a school building and noted there <br />have been no issues. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the First Reading and Introduce Ordinance <br />938, an Ordinance amending Municipal Code, Section 502 regarding On-Sale Intoxicating <br />Liquor Licenses for Movie Theaters. <br /> <br />Council Member Meehlhause stated he was excited the movie theater had been purchased by an <br />organization that was interested in renovating this property. <br /> <br />Mayor Mueller questioned if the City knew the hours of operation for the proposed bar in the <br />movie theater. City Planner/Supervisor Sevald explained the movie theater would have to follow <br />the hours of operation within City Ordinance. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 8827, Authorizing Preparation of Feasibility Report and <br />Pavement and Soil Borings for Program Avenue, Quincy Street, Woodale <br />Drive, Clifton Drive (AKA Business Park North) Pavement Rehabilitation. <br /> <br />Interim Public Works Director Peterson requested the Council authorize the preparation of a <br />Feasibility Report along with Pavement and Soil Borings for Program Avenue, Quincy Street, <br />Woodale Drive, Clifton Drive (AKA Business Park North) Pavement Rehabilitation program. <br />He discussed the numerous businesses located within Business Park North and noted it would be <br />important for the City to keep traffic flowing throughout the project area. Staff commented on <br />the expense for the project and noted this item was included in the 2018 budget and CIP. <br /> <br />Finance Director Beer noted the City would propose to assess the benefiting property owners <br />12.5% for this project. <br /> <br />Mayor Mueller asked when the soil boring work would be completed. Interim Public Works <br />Director Peterson reported the soil boring would be completed yet this fall. <br /> <br />Council Member Meehlhause questioned if the City had received any comments from the <br />business owners on when these streets would be addressed.
