Minutes of the Economic Development Commission <br />City of Mounds View <br />Ramsey County, Minnesota <br />Regular Meeting u <br />October 26, 1995 ?' <br />City Hall - - <br />2401 Highway 10, Mounds View, MN 55112 <br />Call to Order: <br />The meeting was called to order at 6:40 p.m. by Vice Chairperson, Dan Nelson. <br />2. Roll Call: <br />Members present were as follows: Rosemary Goff, Delane Welsch, Dan Neslon and Ron Schmidt. In <br />addition, Economic Development Coordinator Cathy Bennett and EDA liaison Sue Hankner were <br />present. EDC Members Peg Mountin and Phil Seipp were absent. <br />Approval Of Minutes: <br />Motion/Second: Welsch/Neslon moved approval of Minutes of September 28, 1995 Meeting. <br />Motion Carried 4 ayes 0 nays <br />4. Special Business <br />Presentation on the Metropolitan Livable Communities Act <br />Joanne Barron with the Metropolitan Council gave a presentation regarding the newly passed <br />Metropolitan Livable Communities Act (MN Stat. Ch. 473.25) which was a bipartisan bill to <br />address the metropolitan area's economic and social needs. Ms. Barron explained the main <br />goals of the program and the funding account set up to allow communities to meet the goals. <br />Ms. Barron noted that Mounds View has already met and exceeded the goals to provide <br />affordable housing opportunities in the City but that there are opportunities for funds for <br />economic development projects that link housing with jobs and transportation. <br />5. A. Consideration of Participation in Minnesota Star City Program <br />Bart Bevins, Mounds View's representative from the MN Department of Trade and Economic <br />Development, gave an overview of the Star City Program. Mr. Bevins noted that the Star City <br />Program provides a framework for economic development organizations in developing an <br />economic development plan and strategy. Mr. Bevins stressed the importance of involving a <br />wide scope of public participation while going through the Star City Application Process. In <br />addition, Mr. Bevins explained the application process and answered various questions from <br />Commission Members. <br />Motion/Second: Welsch/Schmidt moved to recommend that the EDA establish the <br />EDA as Star City Committee to pursue Star City Status for Mounds View. <br />Motion Carried 4 ayes 0 nays <br />
