EDC Minutes <br />Dec. 16, 2011 <br />Page 2 of 3 <br />Commissioner Meehlhause said that the two areas along County Road 10 that he would like <br />to see redeveloped are 1) County Rd H2 to Woodale and 2) the "PAK" building area, which <br />includes the former Simon's building and the EDA -owned residential lot. He said that the <br />EDC should recommend a vision for the PAK building area in conjunction with purchasing <br />the PAK property. He reiterated that the EDA should use the $700,000 in available TIF, <br />rather than returning it to Ramsey County. <br />Commissioner Meehlhause continued by stating that his vision for the area is a medical <br />clinic or a restaurant such as a Davannis. <br />Commissioner Belting mentioned that it will take time to create a vision for the area, so the <br />EDC first needs to decide if acquiring the PAK property is important. City Administrator <br />Ericson added that one could argue that removing the PAK building would be an <br />improvement to the County Road 10 corridor and that a vacant parcel in its place could <br />improve surrounding property values. <br />Chair Johnson said that a redevelopment of the area should 1) compliment CVS Pharmacy <br />and the other nearby businesses and 2) not completely disturb nearby traffic patterns. <br />Motion/Second: Commissioner Meehlhause moved and Commissioner Larson seconded a <br />recommendation to the EDA that the EDA purchase the PAK property for the purpose of <br />future redevelopment. <br />Motion Carried: 5 Ayes, 0 Nays <br />B. Discuss Possible Demolition Assistance for 8379 Red Oak Drive <br />Ms. Steinmetz provided the EDC with background information about 8379 Red Oak Drive, <br />including various code enforcement issues and police activity at the property. She added <br />that a representative of the property owned contacted city staff in November 2011 inquiring <br />about assistance that the city might have available to demolish the home on the property. <br />Motion/Second: Commissioner Belting moved and Commissioner Meehlhause seconded a <br />recommendation to the EDA that the EDA offer the property owner of 8379 Red Oak Drive a <br />0% deferred Mounds View Demolition Home Loan contingent upon a qualifying application. <br />Motion Carried: 5 Ayes, 0 Nays <br />C. Discuss Possible Change to Regular EDC Meeting Date/Time for 2012 <br />The EDC decided not to change their regular meeting date and time for 2012. <br />6. REPORTS OF COMMISSIONERS <br />Commissioner Helgemoe mentioned that the Twin Cities North Chamber held their annual <br />holiday luncheon yesterday and that the proceeds from ticket sales were donated to a local <br />food shelf. He said that the Chamber's annual fundraising Gala will be held on Friday, <br />February 24, 2012. <br />Commissioner Meehlhause mentioned that he attended the EI Loro ribbon cutting <br />ceremony, which included a luncheon providing many samples of the menu. He added that <br />the business owners did a nice job of renovating the interior of the building. <br />
