EDC Minutes <br />August 16, 2013 <br />Page 2 of 3 <br />Chair Belting suggested that the site be developed cohesively (not piecemeal). <br />Commissioner Helgemoe agreed since there seems to be a high vacancy rate within the <br />smaller properties in the area. <br />The EDC discussed how the future Coventry Senior Living project will relate to the site. <br />Wagner-Harkonen suggested that a medical clinic would be a good use for the site. <br />Motion/Second: Chair Belting moved and Vice -Chair Wagner-Harkonen seconded the <br />following recommendation to the EDA regarding the future development of the site: <br />• Construct a cohesive development rather than a piecemeal development <br />• Eliminate the Greenfield Avenue access to County Road H2 by constructing a <br />cul-de-sac <br />• Solicit quotes from consultants for to assist with land development planning for the <br />site <br />Motion Carried: 6 Ayes, 0 Nays <br />6. REPORTS OF COMMISSIONERS <br />Commissioner Helgemoe reminded the EDC that Mounds View's 2012 "Citizen of the Year", <br />Greg Belting, will be the grand marshal in tomorrow's Festival in the Park parade. <br />7. REPORTS OF STAFF <br />City staff provided updates on the following items: <br />A. TCAAP Development Update <br />B. Country Road 10 Name Change Status <br />C. Mounds View Business News <br />Assistant City Administrator Desaree Crane was in attendance to provide information about <br />the mobile food trucks that are authorized to operate within the City of Mounds View. She <br />explained the City and State's process for regulating food trucks and answered the EDC's <br />questions. <br />Commissioner Wagner-Harkonen provided input from her co-worker at the U of M, Dr. <br />Hales, who has studied the food truck concept. She said that he would be willing to speak at <br />a future meeting. She said that the City could consider offering a fixed location for food <br />trucks and that food trucks are sometimes the first step for entrepreneurs who eventually <br />open restaurants. <br />Mrs. Crane offered to send an informational packet to the EDC regarding how other cities <br />regulate food trucks. <br />Chair Belting brought up the concern that food trucks could create an uneven "playing field" <br />compared to existing fixed structure restaurants that pay property taxes in the City of <br />Mounds View. <br />
