EDC Minutes <br />May 21, 2004 <br />Page 3 <br /> <br />proceed with an appraisal of the commercial property at 2525 County Highway 10, known as <br />Gas & Wash. The EDA approved that an appraisal be undertaken for an amount not to <br />exceed $4,000 to be paid from the City’s EDA funds. Written quotes were obtained from five <br />Twin Cities commercial appraisal companies. The most economical quote ($3,000) with the <br />quickest completion time (three weeks) was Tisdell Appraisal Services, Inc. from Burnsville. <br />A contract with Tisdell was signed on April 30, 2004. The benefits to purchasing this site <br />permit the City to consider a number of potential re-use scenarios, including commercial <br />redevelopment, realignment of Long Lake Road consistent with the County Road 10 <br />Redevelopment and Revitalization Study, and/or as part of an extension of public facilities <br />that are already clustered in the same block. On May 19, 2004 the Mounds View Planning <br />Commission considered and approved a resolution recommending approval of the <br />acquisition of the parcel at 2525 Hwy 10. The Commissioners determined that the City’s <br />acquisition of the lot would be consistent with the Comprehensive Plan future land use. <br />Johnson asked if an environmental assessment of the site has been done. Backman was <br />not aware of such an assessment at this time. Helgemoe made a motion to pursue a <br />Purchase Agreement for acquiring the 2525 Co. Highway 10 property and to undertake a <br />Phase I Environmental Assessment. Seconded by Entsminger. Motion passed 4 to 0. <br /> <br />5. Process for Developing a New City Logo: Backman asked members to consider for a future <br />meeting of the EDC if we should be involved with this and, if so, what process it would take. <br /> <br />6. EDC BUSINESS <br /> <br />A. Amending the TIF Plan to Identify Parcels for Potential Acquisition: Backman distributed a <br />revised map with highlighted parcels for the Commission to consider. Additional parcels have <br />been added reflecting input from the City Council and staff. The parcels have been identified by <br />quadrants. This modification of the Development Plan will go before the City at a June public <br />hearing. <br /> <br />B. Discussing the renaming of County Highway 10: Members agreed that something needs to be <br />done to rename “Old 10” to reduce confusion with the “New 10”. They are open to considering <br />renaming the road Mounds View Boulevard or Mounds View Parkway. <br /> <br />7.
