CALL TO ORDER: <br /> <br /> Chairperson Torri Johnson called the meeting to order at 7:37 a.m. <br /> <br />2. ROLL CALL: <br /> <br /> Members Present: Greg Belting, Jackie Entsminger, Tom Field, Jason Helgemoe, Jerry Jaker, <br />Torri Johnson <br />Members Absent: None. <br /> <br />Staff Present: Economic Development Coordinator Aaron Backman <br />Others Present: Gary Meehlhause <br /> <br />3. APPROVAL OF EDC MINUTES: <br /> <br />Motion/Second: The April 21, 2006 minutes were not completed by this meeting. No Commission <br />action was taken. <br /> <br />4. SPECIAL BUSINESS <br /> <br />A. Backman noted that Stan McDonald has resigned from the EDC. He noted that ads were placed <br />in the newspaper. One application for an EDC resident representative was received by the <br />deadline—Gary Meehlhause. Mr. Meehlhause has worked with Deluxe for 32 years and has <br />served on the Planning Commission for the past two years. Backman invited Gary Meehlhause <br />as a guest to this meeting. His application to the EDC will be considered by the M.V. EDA on <br />Monday, May 22, 2006. <br /> <br />B. This is the last EDC meeting at the New Brighton City Hall. After eight months of renovations, <br />the Mounds View City Hall is now open for business and in June the EDC will once again meet <br />there. A ribboncutting ceremony will be held on May 22, 2006 at 6:00 p.m. in front of the main <br />doors. The public is invited. <br /> <br />5. EDC BUSINESS <br /> <br />A. Continued Discussion of the Economic Development Funding Priorities and Philosophy. At the April <br />21st meeting Backman did highlight the five potential outcomes or options outlined in Jim Ericson’s <br />report to the M.V. Planning Commission. The Planning Commission did not focus on the TIF districts <br />but on where the money should be spent--Silverview Plaza, Moundsview Square, County Road 10, <br />and Infrastructure. Approx. $14.4 million would be generated over the next nine years under the <br />current scenario. Backman reviewed a document put together by Shelly Eldridge, Ehlers &
