CALL TO ORDER: <br /> <br />The meeting was called to order at 7:35 a.m. by Chairperson, Cindy Carlson. <br /> <br />2. ROLL CALL: <br /> <br />Members present: Cindy Carlson, and Tom Field. <br />Members absent: Dan Nelson, Ron Schmidt, Rosemary Goff, Steve Larson, and Brian <br />Sjoberg <br />EDA Liaison present: Roger Stigney <br />Staff present: City Administrator Chuck Whiting, Community Development Director <br />Rick Jopke, Housing Inspector Steve Dorgan, and Finance Director Bruce Kessel <br /> <br />A quorum was not present, therefore no official business could take place. <br /> <br />3. APPROVAL OF MINUTES: <br /> <br />No Action <br /> <br />4. SPECIAL BUSINESS <br /> <br />None <br /> <br />5. EDC BUSINESS <br /> <br />A. Consideration of Housing Improvement Program <br /> <br />Chairperson Carlson summarized the general direction to staff to develop draft <br />guidelines for EDC consideration which include no income guidelines, which would require <br />minimal city staff administration, and would specify eligible and ineligible activities. <br />Staff was directed to bring specific guidelines for EDC action at the next meeting. <br /> <br />B. Review of TIF Funding Budgets <br /> <br />City Finance Director Bruce Kessel reviewed his projections of the TIF funding <br />budgets through the life of the TIF districts. The approved expenditures for the new <br />community center will significantly impact the amount of funds available for the activities <br />APPROVED
