CALL TO ORDER: <br /> <br />The meeting was called to order at 7:36 a.m. by Chairperson, Cindy Carlson. <br /> <br />2. ROLL CALL: <br /> <br />Members present: Cindy Carlson, Ron Schmidt, Rosemary Goff, and Tom Field. <br />Members absent: Dan Nelson, Steve Larson, and Brian Sjoberg <br />EDA Liaison present: Roger Stigney <br />Staff present: City Administrator Chuck Whiting, Community Development Director <br />Rick Jopke, Housing Inspector Steve Dorgan, and Economic Development Coordinator <br />Kevin Carroll. <br /> <br />3. APPROVAL OF MINUTES: <br /> <br />Motion/Second: Field/Goff to approve the minutes from February 26, 1998 and <br />March 26, 1998. <br /> <br />Motion Carried 4 Ayes 0 Nays <br /> <br />4. SPECIAL BUSINESS <br /> <br />Chairperson Carlson introduced Kevin Carroll as the new Mounds View Economic <br />Development Coordinator. Economic Development Coordinator Carroll summarized <br />his background and experience in economic development as a City Council member <br />and Port Authority member for the City of Rosemount and as a Board Member of the <br />Dakota County Economic Development Partnership. <br /> <br />5. EDC BUSINESS <br /> <br />A. Consideration of Application to MHFA to Participate in the Community <br />Fix-up Program <br /> <br />Housing Inspector Dorgan summarized the MHFA Community Fix-up Fund Program <br />pointing out that participation in the program could expand the number of residents who <br />could qualify for the reduced interest MHFA home improvement loans. Under this program, <br />the annual adjusted household income limit would be increased from $49,000 to $69,920. <br />Dorgan explained that the program requires that the target areas be designated or that <br />APPROVED
