6 MANAGEMENT AGREEMENT <br /> <br /> <br /> <br />Section 8. Personnel Agent. <br /> <br />8.1. Employees of Agent. On the basis of wage rates previously approved by the Owner, <br />the Agent shall investigate, hire, pay, supervise, and discharge all managerial and <br />non-managerial personnel as follows: <br /> <br />NO. POSITION TITLE ANNUAL PAYROLL <br />INCLUDING WITHHOLDING <br />1 Manager Subject to Annual Budget <br />1 Maintenance Technician Subject to Annual Budget <br />1 Caretaker Subject to Annual Budget <br /> <br />Such personnel shall in every instance be in the employment of the Agent. <br />Compensation for the services of such employees (as evidenced by certified payrolls) <br />shall be considered an operating expense of the Development. One (1) rent-free, two <br />(2) bedroom apartment shall be provided for the subject personnel. The Agent shall <br />hire in its own name, and have physically present at the Development, all managerial <br />and non-managerial personnel necessary for the full and efficient performance of its <br />duties under this agreement, including the physical presence of responsible <br />personnel at such times as may reasonably be requested by the Owner. In any event, <br />no less than one (1) responsible managerial or nonmanagerial person of the Agent <br />shall be physically present at the Development not less than eight (8) hours per day, <br />five (5) days per week. <br /> <br />8.2. Employment of Tenants and Contractors. To the greatest extent possible, <br />opportunities for training and employment will be given to lower income Tenants <br />residing in the Development, and contracts for work in connection with the <br />Development will be awarded to business concerns which are located in or owned in <br />substantial part by persons residing in the area of the Development. · <br /> <br />Notwithstanding the above, these opportunities shall not compromise the quality <br />of maintenance and management services or the financial condition of the <br />Development. <br /> <br />8.3. On-Site Management. The Owner will provide and the Agent shall maintain an <br />employee of the Agent to reside in the Development, which shall include such <br />furniture, telephonic and other equipment, utilities and janitorial supplies as are <br />reasonably necessary for the operation of the Development. <br /> <br />Section 9. Services of Agent. <br /> <br /> <br />9.1. Annual Inspection. As part of a continuing program to secure full performance by <br />the Tenants of all obligations and maintenance for which they are responsible, <br />Agent shall make an annual inspection of all dwelling units and report its findings <br />in writing to the Owner and the Public Agencies. <br /> <br />9.2.
