MoUt�mS V[Ew <br />Item No: 7B <br />Meeting Date: August 26, 2013 <br />Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Discussion about Tires N' More, 2832 County Road 10, Conditional <br />Use Permit Parking Lot Deadline <br />Introduction: <br />In April 2012, the building previously known as the "PAK building" at 2832 County Road 10 was <br />purchased by the Soussi family, owners of tire and auto repair shops, who planned to open a <br />Tires N' More shop. The property is zoned B-3, Highway Business, and automotive repair uses <br />require a conditional use permit. The City Council approved a CUP for the business on August <br />27, 2012 with the following conditions: <br />1. The applicant must install a parking lot with the minimum required number of parking <br />spaces and curbing. The parking lot construction may be done in phases, but must be <br />completed by September 1, 2013. If required, a permit from Rice Creek Watershed District <br />must be approved before the City will issue a permit for the parking lot construction. <br />2. The applicant must install a minimum six foot tall privacy fence along the west side of the <br />property to provide screening for the adjacent residentially zoned properties. The privacy <br />fence must be installed by September 1, 2013. <br />3. The applicant must receive a satisfactory inspection report and comply with all orders <br />from the Mounds View Fire Marshal. <br />4. This Conditional Use Permit may be reviewed by the Planning Commission and City <br />Council if any problems develop or if there are any changes to the operation deemed <br />substantial enough to warrant such a review, in the estimation of the City Administrator or <br />the City Council. <br />The Fire Marshall required that a sprinkler system be installed in the building, and this was <br />completed December 21, 2012. The fence was recently installed and complies with the CUP <br />requirement. The outstanding issue that remains for the CUP is the installation of a parking lot <br />(including curbing) that is supposed to be done by September 1, 2013. <br />Discussion: <br />The previous owners of the building at 2832 County Road 10 had originally intended to redevelop <br />the property along with the CVS development, and was working with Velmeir (the CVS developer) <br />on improving the parking lot and sharing the County Road 10 driveway access. The rear parking <br />lot of the Tires N' More building was removed by Velmeir in anticipation of reconstruction that <br />would be done along with CVS's parking lot. The previous owner of the Tires N' More building did <br />not sign off on the plans, so Velmeir did not complete the 2832 County Road 10 building's parking <br />lot and it remains uncompleted. <br />
