Item No: 7A <br />MOUNDtSVVfE-W Meeting Date: March 11 2013 <br />Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />00000000 - <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8068 Approving the Hire of Police Officers James <br />Demko, Brian Smith and Brian Schultes <br />Introduction: <br />On November 13, 2012, the city council approved resolution 8011 authorizing the <br />creation of a new eligibility list for the purpose of hiring future police officers. <br />Three vacancies currently exist within the police department due to recent departures of <br />officers. On November 22, 2012, Officer Gregg Neumann resigned his position as <br />police officer. On February 10, 2013, Officer Andrew Olson also resigned from the <br />police department. Both officers accepted positions with other law enforcement <br />agencies. Then on February 27, 2013, Sergeant Bob Nelson retired after 28 years of <br />service with the city. Presently, the size of the department is 16 sworn officers. <br />Discussion: <br />Filling these officer vacancies as quickly as possible will maintain the appropriate <br />staffing of the department and will avoid any additional expenses in overtime costs to <br />backfill the vacancies. <br />On March 6, 2013, the Police Civil Service Commission certified an active eligibility list <br />for the position of Police Officer based on previously conducted testing components, <br />which included written testing, physical agility testing and oral interviews. The top <br />candidates on the list are as follows: <br />1. James Demko <br />2. Brian Smith <br />3. Brian Schultes <br />4. Joshua Horejsi <br />5. Gregory Randolph <br />6. James Stoffel <br />The top three candidates on this list have successfully completed all of the required testing <br />procedures, which included an oral board examination, physical agility test, written exam, <br />background examination, physical examination and a psychological examination. Staff has <br />personally met with and interviewed James Demko, Brian Smith and Brian Schultes and <br />feel that all three candidates would be excellent additions to the department. <br />Staff is requesting to start the top two candidates on the same date (with designation as <br />the first and second hire) and staggering the third candidate to start four weeks later. <br />These dates of hire are requested due to field training considerations, as three candidates <br />would be too difficult to schedule field training simultaneously. <br />
