Moul�ms Vir.W <br />of Mounds View Staff <br />Item No: 7C <br />Meeting Date: September 9, 2013 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8150 Approving the Hire of Police Officers <br />Gregory Randolph and James Stoffel <br />Introduction: <br />On November 13, 2012, the city council approved resolution 8011 authorizing the <br />creation of a new eligibility list for the purpose of hiring future police officers. <br />Two vacancies currently exist within the police department due to recent departures of <br />officers. Previously hired Officers Demko and Smith resigned in July before completing <br />the field training periods. <br />Discussion: <br />Filling these officer vacancies as quickly as possible will maintain the appropriate <br />staffing of the department and will avoid any additional expenses in overtime costs to <br />backfill the vacancies. <br />On September 5, 2013, the Police Civil Service Commission certified an active eligibility <br />list for the position of Police Officer based on previously conducted testing components, <br />which included written testing, physical agility testing and oral interviews. The top <br />candidates certified by the civil service commission for the first officer position are as <br />follows: <br />1. Gregory Randolph <br />2. James Stoffel <br />3. Jeff Martin <br />The top candidates certified by the commission for the second officer position are as <br />follows: <br />1. James Stoffel <br />2. Jeff Martin <br />3. David Radtke <br />The top two candidates, Randolph and Stoffel, have successfully completed all of the <br />required testing procedures, which included an oral board examination, physical agility test, <br />written exam, background examination, physical examination and a psychological <br />examination. Staff has personally met with and interviewed Gregory Randolph and James <br />Stoffel and feel that both candidates would be excellent additions to the department. <br />Staff is requesting to start the top two candidates on the same date of September 23, 2013 <br />(with designation as the first and second hire). <br />
