Moul�ms Vir.W of Mounds View Staff Item No: 7C Meeting Date: September 9, 2013 Type of Business: Council Business Administrator Review: To: Honorable Mayor and City Council From: Thomas Kinney, Chief of Police Item Title/Subject: Resolution 8150 Approving the Hire of Police Officers Gregory Randolph and James Stoffel Introduction: On November 13, 2012, the city council approved resolution 8011 authorizing the creation of a new eligibility list for the purpose of hiring future police officers. Two vacancies currently exist within the police department due to recent departures of officers. Previously hired Officers Demko and Smith resigned in July before completing the field training periods. Discussion: Filling these officer vacancies as quickly as possible will maintain the appropriate staffing of the department and will avoid any additional expenses in overtime costs to backfill the vacancies. On September 5, 2013, the Police Civil Service Commission certified an active eligibility list for the position of Police Officer based on previously conducted testing components, which included written testing, physical agility testing and oral interviews. The top candidates certified by the civil service commission for the first officer position are as follows: 1. Gregory Randolph 2. James Stoffel 3. Jeff Martin The top candidates certified by the commission for the second officer position are as follows: 1. James Stoffel 2. Jeff Martin 3. David Radtke The top two candidates, Randolph and Stoffel, have successfully completed all of the required testing procedures, which included an oral board examination, physical agility test, written exam, background examination, physical examination and a psychological examination. Staff has personally met with and interviewed Gregory Randolph and James Stoffel and feel that both candidates would be excellent additions to the department. Staff is requesting to start the top two candidates on the same date of September 23, 2013 (with designation as the first and second hire).
