Item No: 8A MOUNDr 7�T Meeting Date: September 9, 2013 S UA�7 Type of Business: Consent City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Amendment of the 2013 City of Mounds View Fee Schedule by Incorporating an Annual License Fee for Donation Collection Bins Introduction: On August 26, 2013, the City Council approved Ordinance 880 which authorized, with limitation, the siting of donation collection bins on religious, educational, Institutional and non-profit properties within the City. The Council will now need to establish an appropriate license fee for the donation collection bins. Discussion: The City Council discussed this issue at the September 3, 2013 Work Session. As noted then, fees are adopted by resolution on an annual basis. From time to time, however, a correction or addition may be needed which would warrant revisiting the fee schedule. The 2013 Fee Schedule was approved by the City Council on November 13, 2012. Given the anticipated work involved with the review of the license application and the potential for inspections and reinspections, staff had suggested $100 per year as a starting point for the new license fee. The Council expressed agreement that $100 would adequately cover the amount of time and expense needed to monitor the bins, but suggested Staff check with other communities to find out the range of fees being charged and to update the Council on findings for possible adjustment in 2014. Recommendation: Staff recommends the City Council approve the amendment of the City's official Fee Schedule by adding an annual license fee in the amount of $100 for Donation Collection Bins. There is no resolution associated with this action—approval of the consent agenda by motion will serve as sufficient authorization. Respectfully submitted, J James Ericson City Administrator
