Item No: 8A <br />MOUNDr 7�T Meeting Date: September 9, 2013 <br />S UA�7 Type of Business: Consent <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Amendment of the 2013 City of Mounds View Fee Schedule by <br />Incorporating an Annual License Fee for Donation Collection <br />Bins <br />Introduction: <br />On August 26, 2013, the City Council approved Ordinance 880 which authorized, with <br />limitation, the siting of donation collection bins on religious, educational, Institutional and <br />non-profit properties within the City. The Council will now need to establish an appropriate <br />license fee for the donation collection bins. <br />Discussion: <br />The City Council discussed this issue at the September 3, 2013 Work Session. As noted <br />then, fees are adopted by resolution on an annual basis. From time to time, however, a <br />correction or addition may be needed which would warrant revisiting the fee schedule. The <br />2013 Fee Schedule was approved by the City Council on November 13, 2012. <br />Given the anticipated work involved with the review of the license application and the <br />potential for inspections and reinspections, staff had suggested $100 per year as a starting <br />point for the new license fee. The Council expressed agreement that $100 would <br />adequately cover the amount of time and expense needed to monitor the bins, but <br />suggested Staff check with other communities to find out the range of fees being charged <br />and to update the Council on findings for possible adjustment in 2014. <br />Recommendation: <br />Staff recommends the City Council approve the amendment of the City's official Fee <br />Schedule by adding an annual license fee in the amount of $100 for Donation Collection <br />Bins.
