Item No: 07A <br />MOUNDS z OW Meeting Date: March 25, 2012 <br />�/ Type of Business: Council Business <br />City of Mounds View Staff Report <br />MENEr- <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8078 Approving Membership with the North <br />Metro 1-35W Corridor Coalition and Authorizing Execution of <br />a Joint Powers Agreement. <br />Introduction: <br />The North Metro 1-35W Corridor Coalition (the "Coalition") was created in 1997 with the <br />founding communities of Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton, <br />Roseville and Shoreview. The vision of the joint powers entity was to jointly and <br />cooperatively plan for and maximize the opportunities for regional community development, <br />quality growth and diversification in the North Metro through a system of collaboration. <br />Discussion: <br />In addition to transportation funding, improvements and congestion mitigation, the <br />Coalition's other goals included support for life -cycle housing, integrated GIS mapping and <br />systems, workforce development and reverse commute initiatives, industrial and <br />commercial business growth and retention, marketing, brownfield and contaminated site <br />identification and development, and other programs of regional consequence. The <br />Coalition explored the possibility of adopting consistent zoning and land -use plans however <br />the initiative was not universally supported. The City was last a member in 2008, opting <br />not to renew in 2009 due to budgetary constraints and a lack of measurable progress <br />toward stated goals. <br />The City has been approached in the past to rejoin the Coalition, as membership would <br />ensure that the City would have a voice in the ongoing work to improve and enhance the I - <br />35W corridor. Representatives from the Coalition attended the March work session asking <br />that the Council again reconsider joining, offering a low re -introductory membership rate of <br />$1,000 for the duration of the calendar year. The attached resolution would formalize the <br />City's request to rejoin the Coalition. <br />Recommendation: <br />Attached for your consideration is Resolution 8078, a resolution approving membership <br />with the North Metro 1-35W Corridor Coalition and authorizing the execution of a Joint <br />Powers Agreement. <br />Respectfully submitted, <br />J <br />James Ericson <br />City Administrator <br />
