Economic Development Activity <br />The Economic Development Authority (EDA) only met eight times in 2012, a reflection of the <br />limited amount of economic development activity occurring within the community. Only seven <br />resolutions were considered by the EDA. While some meetings were held just to deal with <br />regular and administrative activities, a few notable discussions were held and actions considered. <br />Jan 9: Approved demolition assistance for 8379 Red Oak <br />Dr. (The owner has yet to accept the assistance.) <br />Feb 23: Received an update from a representative of the St. <br />Paul Area of Realtors on the housing market in <br />Mounds View. <br />Mar 12: Approving Application to Ramsey County for a <br />Community Development Block Grant (CDBG) to <br />fund the acquisition, demolition and replacement <br />of two single-family blighted vacant/foreclosed <br />homes. (City awarded funding for ONE house.) <br />Mar 26: Reviewed the EDC's 2012 priorities, discussed the <br />EDC's County Road 10 Corridor beautification <br />recommendations, and reviewed housing programs <br />in neighboring cities. <br />May 29: Approved purchase of banners to be installed on <br />County Road 10 light poles. <br />Aug 27: Approved a Limited Use Agreement with <br />Coventry Senior Living to use the City's property <br />as a staging area during their construction. <br />Oct 8: Approved modification to TIF Plan to create a new <br />list of eligible properties that could be acquired <br />using TIF funds. (See attached map.) <br />The Economic Development Commission (EDC) is an advisory body to the EDA comprised of <br />seven individuals—four residents and three business representatives with ties to the community. <br />Economic Development Specialist Heidi Steinmetz is the staff liaison to the EDC. The EDC met <br />six times in 2012 while six other meetings were canceled either due to a lack of quorum or a lack <br />of actionable subject matter. For the months the EDC does not meet, ED Specialist Steinmetz <br />sends the Commissioners an update of activities to ensure members remain "in the loop" and <br />fully apprised on Council, EDC and other relevant City activities. <br />This last year the Commission worked on its annual priorities and in addition prepared specific <br />recommendations for the beautification of the County Road 10 Corridor. The EDC also worked <br />on the following issues and provided recommendations to the EDA: <br />• Revised the EDC's list of businesses targeted for recruitment <br />• Reviewed the status of the City's Tax Increment Finance (TIF) districts <br />• Discussed creation of a plan for the EDA's unobligated TIF balance <br />• Reviewed 2002 and 2006 plans regarding County Road 10 <br />• Attended tour of new business Zero Gravity <br />Page 5 <br />
