Human Resources Activities <br />There were two resignations during 2012--Kathi Osmonson, Fire Marshal / Building Official, <br />and Police Officer Greggory Neumann. In addition, Marge Norquist retired in 2012. To address <br />the vacancy in the building official position, the City brought back <br />part-time inspector Don Burda on a temporary basis and later hired <br />Steve Thorp, as the permanent Building Official. The City also hired <br />eight Seasonals in the Public Works Department for 2012. In other HR <br />news, the City Council approved the Employee Safety Manual on April <br />9, 2012. Labor agreements were ratified with all three bargaining units <br />(Council approved in March of 2012.) To further address the departure <br />of Kathi Osmonson, the City Council approved shifting the fire marshal <br />duties to Jeremiah Anderson in May of 2012. Police Officer testing to <br />fill the existing vacancy occurred December 13, 2012. <br />During 2012, the City Council approved two changes to the Personnel Manual, one dealing with <br />uniform reimbursements and the other dealing with contributions to employees' Retirement <br />Health Savings Plan (RHSP) as a result of the decertification of the AFSCME bargaining unit <br />which occurred in December of 2011. <br />Event Plannin <br />The Administration Department, led by the efforts of Assistant City Administrator Desaree <br />Crane, planned and coordinated the City Council & Staff Retreat in February, the Town Hall <br />Meeting in April and the Employee Appreciation Luncheon in June. The City Council and staff <br />Retreat was held at the Mounds View Community Center on Thursday, February 16, 2012, to <br />discuss the 2012 City Goals. The annual Town Hall Meeting was held on Monday, April 16, <br />2012, at Mounds View City Hall. The Mayor gave his State of the City Address to a full <br />audience of residents. The City Administrator presented the 2012 City Goals and Jerry Skelly <br />was identified as 2011 Citizen of the Year. Jerry's family was there to accept the award on his <br />behalf. In addition, the 2011 Patrick Holmes volunteer Coach of the Year award was presented to <br />Eric Bowman. Feedback from residents attending the meeting was positive. <br />City employees participated in an employee appreciation luncheon at the Mounds View Event <br />Center on Wednesday, June 13, 2012, in appreciation of their hard work and dedication to the <br />City. Eligible employees reaching years -of -service milestones were presented recognition <br />certificates and all employees were entered into drawings for donated door prizes including hats, <br />shirts, gift cards, tools and electronics. <br />While not a City function per se, Assistant City Administrator Desaree Crane and staff <br />representing other departments attended planning meetings for the Festival in the Park, which <br />occurred on August 18. From all accounts, the 2012 Festival was one of the best ever. The <br />parade was well attended, numerous classic and collector cars took part in the car show, the K9 <br />demonstration was a big hit, food was tasty and the beverages refreshing, kids games were <br />enjoyed and the fireworks were stellar. Medtronic sponsored the fireworks display, Twin Cities <br />Gateway dollars covered the marketing and radio spots and Bethlehem Baptist Church also <br />provided funds to assist with the Festival. The Committee did a great job on the 2012 Festival <br />and we're all looking forward to a bigger and better Festival in 2013. (Photos on next page.) <br />Page 7 <br />
