Item No: 6B <br />_ Meeting Date: September 23, 2613 <br />Type of Business: SpecialOrder of w:MODNtILY AdministratorRevie/A <br />ULJ <br />City of Mounds View Staff Report <br />MENEr— <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Public Information Meeting for Wellhead Protection Plan (Part 2) <br />Background/Discussion: <br />In accordance with Minnesota Rules, Chapter 4720, all public water suppliers are mandated to <br />implement wellhead protection measures through a Wellhead Protection Plan (WHPP). The <br />Minnesota Department of Health (MDH) is in charge of enforcing these rules and notified Mounds <br />View in 2009 that we were included in the next phase of municipalities required to perform this <br />planning work based on our vulnerability to potential contamination. <br />WHPP is broken into two general parts. Part 1 includes detailed analysis of each well and <br />pumping aquifer characteristics, groundwater flow models, delineating WHP areas, vulnerability <br />assessments, and identifying the types of potential contamination. Part 2 involves inventorying <br />potential sources of contamination and developing management strategies for addressing the <br />potential sources of contamination. <br />Barr Engineering Company was hired by the City to prepare Part 1 of the WHPP and has been <br />coordinating the work with the City's designated Wellhead Protection Manager, Nick DeBar, and <br />MDH staff. The Part 1 Report was submitted to the MDH in December 2011, and subsequently <br />approved in a letter to the City dated February 1, 2012, with a public information meeting <br />conducted on March 12, 2012. <br />Barr was authorized to prepare Part 2 of the WHPP on April 23, 2012. This part of the WHPP is <br />tedious work and includes the following components: <br />1. The inventory of potential contaminant sources of concern within the Drinking Water Supply <br />Management Area (DWSMA); <br />2. The data that was considered in this portion of the plan; <br />3. Issues, problems, and concerns within the DWSMA; <br />4. Goals, objectives, and action strategies to address the issues and concerns within the <br />DWSMA; <br />5. A Plan evaluation strategy; and <br />6. A contingency strategy in the event of water system disruption. <br />A draft report was completed and sent to stakeholders on July 22, 2013 for a mandated 60 -day <br />review period. A Public Hearing to review and discuss the WHPP (Part 2) was schedule for <br />September 23, 2013 consistent with the Wellhead Protection Rules (4720.5350, subpart 4). This <br />public hearing was published in the Sun Focus on August 29, 2013. An executive summary from <br />the Part 2 report is attached for City Council review. <br />John Greer, a Professional Geologist with Barr Engineering who performed and prepared the <br />WHPP, will be present to review the WHPP Part 2 report for the public hearing.
