MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 7G <br />Meeting Date: September 23, 2613 <br />Type of Business: Council Busi ess <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 8158, Authorizing Inspec, Inc. to Perform Final Design <br />Services and Prepare Bidding Documents for Reroofing and Masonry <br />Renovation of Ground Reservoir, Booster Station, and Well House <br />No. 2 <br />Background: <br />The City authorized Inspec, Inc. to perform a roof management plan in October 2010 and an <br />exterior wall management plan in May 2012 for all sixteen municipal facilities. These plans provide <br />a detailed evaluation of repairs needed and provide a timeline for replacement if required. Public <br />Works has been working with these plans to prioritize and budget the various repairs and <br />improvements to the various facilities owned by the City. The Booster Station, Well House No. 2, <br />and Public Works Facility (1986 addition) are scheduled for reroofing in 2014 and all have some <br />level of masonry renovation needed. The ground reservoir has significant masonry renovation <br />needs and its roof is in need of improvements. <br />Inspec was authorized to perform preliminary engineering design and analysis to determine the <br />best approach to fixing the ground reservoir wall and roof (Nov. 2012 — Res. 8020). Work included <br />investigations by removing test openings in the exterior wall and structural analysis to determine <br />possible roofing systems. Inspec completed this phase of the project and provided Public Works <br />with final reports to be used in final design and bidding document preparation. <br />Discussion: <br />A combined reroofing and masonry renovation project is proposed for the Booster Station, 2MG <br />Grounds Reservoir, and Well House No. 2. The booster station and reservoir were constructed in <br />1968 and the well house in 1964 with none or little improvements to the exterior systems. The <br />entire Public Works Facility is also due or past due for reroofing and masonry renovation, but no <br />improvements are recommended since demolition and construction for a new building is planned to <br />occur in 2016. Reroofing and masonry renovation are compatible activities and will deter having to <br />undo or redo improvements if done as separate projects. <br />Preliminary engineering has identified reroofing the booster station and well house with a built-up <br />roofing system and installing a fully -adhered EPDM single -ply membrane to the reservoir top. <br />Additional inspections and evaluation of the wall coatings are needed inside the reservoir structure. <br />These inspections require emptying the 2 million gallons inside the reservoir and entering the <br />confined space. Public Works is planning to empty the reservoir this fall and perform cleaning <br />maintenance by removing sediment and other mineral deposits. Interior wall coating inspections <br />are anticipated to occur at this time. The reservoir will be required to be emptied again next year <br />during the reroofing and masonry renovation, at which time any improvements to the interior wall <br />coatings will be performed as part of the project. <br />Public Works solicited a fee proposal from Inspec to perform final design and prepare bidding <br />documents for a public bid of the project. Inspec provided a fixed fee of $15,900 to perform these <br />services. Public Works also solicited a fee proposal from KLM Engineering to inspect and evaluate <br />the interior wall coatings of the reservoir, including any unsafe OSHA conditions. KLM provided a <br />fixed fee of $3,800 for these services and recommendations for inclusion into the bidding <br />documents. <br />
