mlelpjg <br />j <br />UV <br />of Mounds View Staff <br />Item No: 08C <br />Meeting Date: September 23, 2013 <br />Type of Business: Consent Agenda <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8156 for Approval of Amendment to the Joint <br />Powers Agreement with the City of St. Paul for Wireless <br />Network and Support Services <br />Discussion: <br />The Police Department has had a working relationship with the city of St. Paul Police <br />Department since the implementation of a new police report records management system <br />(RMS) in 2004. At that time, an original Joint Powers Agreement (JPA) was signed with St. <br />Paul for the wireless reports, records management system and support services. A new <br />security requirement from the FBI is prompting the need for an amendment to the original <br />joint powers agreement (JPA). <br />This upcoming change to the FBI's Criminal Justice Information Services (CJIS) security <br />policy will require all mobile devices accessing CJIS to have a dual authentication process <br />in place. Currently, officers login and are allowed access to all applications on a mobile <br />laptop unit. The new security policy requires all officers to provide two forms of accessing <br />the system. A password is required as well as the swiping of an employee access card <br />through a card reader. St. Paul is providing the card reader equipment, license fees and <br />ongoing support fees at the following costs: <br />One time license fees <br />On-going support fees <br />Proximity Card Reader <br />19 officers @ $46.55 each <br />19 officers @ $8.33 each <br />9 @ $99.00 each <br />Total cost: <br />$158.27 <br />$891.00 <br />$1933.72 <br />The authentication card and disks listed on the amended agreement will not be required, <br />as Mounds View officers will be able to utilize all existing employee access cards already in <br />use. <br />The approval of this amendment to the joint powers agreement will continue this working <br />relationship between St. Paul and Mounds View, so as to maintain all connectivity for <br />specific state run internet sites and technical support services. <br />
