there is no pavement report for Woodale Dr., Quincy St. and Clifton Dr. Staff has researched files <br />to find the date of when these roads were constructed on found that they were around the same <br />time as Program Ave. Staff is anticipating similar results will be found with core samples taken <br />from these three sections of streets. Public Works Staff has requested a proposal from American <br />Engineering and Testing for additional core samples to be taken on Woodale Dr., Quincy St. and <br />Clifton Dr. This work is anticipated to be completed by October 19, 2017. <br />Additional Discussion: <br />Funding/Chapter429 Process <br />Improvements to Program Ave., Woodale Dr., Quincy St. and Clifton Dr. have been discussed <br />for several years and have been included on the Capital Improvement Program as well as the <br />2017 adopted budget for design work account 485-4470-7050. <br />The 2018 draft budget includes the following funding: (485-4470-7050): $ 800,000 <br />The City Council indicated to Staff during budget discussions that special assessments would be <br />considered as an additional funding source. This process is controlled by Minnesota Statutes <br />Chapter 429 and would involve assessing a portion of the costs to the benefitting abutting <br />properties. Chapter 429 has specific steps and activities that must occur during the project <br />development (see attached checklist). The first step is to order a feasibility report which will <br />consider whether the project is necessary, feasible, and cost effective. The report will have a <br />detailed cost estimate for the improvements, including amounts to be assessed to each parcel <br />and the methodology used to calculate the proposed assessments. Other report items include <br />permits needed, land issues, and a layout of the proposed improvements. Some preliminary <br />engineering design and analysis for storm sewer drainage may be necessary for completing the <br />feasibility report. <br />Selecting a Consulting Engineer <br />Public Works Administration has requested and received a proposal from Stantec Engineering <br />Services for the Feasibility Report at a "not to exceed" cost of $9,500. Staff has also requested <br />and received a proposal from American Engineering and Testing for additional pavement borings <br />on Woodale Dr., Quincy St. and Clifton Dr. for a cost of $5,269.50. Funding for these two <br />proposals would be taken from the 2017 budget, fund 485-4470-4050 with a budget amount of <br />$75,000 for design of Program Ave. <br />Improvement costs for this project are proposed to be assessed in accordance with Chapter 202 <br />of the Mounds View Municipal Code. Staff recommends Stantec to assist the City with this project. <br />Stantec is familiar with the City's assessment process for they were involved with the 2015 <br />Mustang Drive/Mustang Circle pavement rehabilitation project. <br />Recommendation: <br />The Public Works Department recommends moving forward with the pavement improvements to <br />Business Park North by authorizing the feasibility study by Stantec for the proposed $9,500 and <br />the additional pavement core samples by American Engineering and Testing for the proposed <br />cost of $5,296.50 for a total of $14,896.50 to be funded from 485-4470-4050. <br />Respectfully submitted, <br />Don Peterson <br />Interim Director of Public Works <br />
