To Waive the Reading and Adopt Resolution 8826, <br />Approving an Off Sale 3.2 Liquor License for SNAP Market at 2408 County Road I. <br />Council Member Meehlhause reported the owners have satisfied all City requirements for the <br />requested Off Sale 3.2 Liquor License and was pleased to report the applicant has previous <br />experience in owning and operating a liquor store. <br />Ayes — 4 Nays — 1 (Mueller) Motion carried. <br />This item was removed from the agenda. <br />C. First Reading and Introduction of Ordinance 938, an Ordinance amending <br />Municipal Code, Section 502 regarding On -Sale Intoxicating Liquor Licenses <br />for Movie Theaters. <br />City Planner/Supervisor Sevald explained New Vision Cinema operates the movie theater across <br />from City Hall. Renovations to the properly are being planned for 2018 which include a new <br />lobby, recliner seating and a bar within the theater. He stated patrons would be allowed to <br />purchase drinks at the bar and could be consumed during movies. He discussed the City's liquor <br />license requirements noting an Ordinance amendment would be required in order to allow a <br />movie theater to have a bar. Staff provided further comment on the proposed amendment and <br />recommended the Council introduce the Ordinance. <br />Council Member Gunn asked where the proposed bar would be located. Brandt Erwin, attorney <br />for the applicant, stated the bar would be located to one side of the lobby area. <br />Council Member Gunn questioned if drinks would be able to be brought into the theaters. Mr. <br />Erwin stated this would be the case. <br />Council Member Meehlhause inquired how the movie theater would police the underage <br />consumption of alcoholic beverages within the theaters. Mr. Erwin explained compliance would <br />be conducted at the point of sale and movie theater employees would have to patrol the theaters <br />to ensure minors were not consuming the beverages. <br />Council Member Gunn asked if any local movie theaters have had a problem with their liquor <br />license. Mr. Erwin commented on the movie theaters that have already obtained a liquor license <br />and explained there have not been any concerns to date. <br />
