COUNCIL BUSINESS <br />5 A. 7:00 p.m. Public Hearing — 2013 Tax Levy and Budgets for All Funds. <br />6 1. Resolution 8029 Adopting the 2013 Tax Levy. <br />7 2. Resolution 8030 Adopting the 2013 Budgets for All Funds. <br />8 <br />9 Finance Director Beer explained the budget process began in June of this year. After developing <br />10 priorities, a preliminary budget was approved by the Council in September with no levy increase. <br />11 He commended the Council for working to achieve another budget with no levy increase. Staff <br />12 recommended approval of the 2013 tax levy and budgets for all funds. <br />13 <br />14 Mayor Flaherty opened the public hearing at 7:08 p.m. <br />15 <br />16 Hearing no public input, Mayor Flaherty closed the public hearing at 7:08 p.m. <br />17 <br />18 MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8029 <br />19 Adopting the 2013 Tax Levy. <br />20 <br />21 Council Member Mueller asked if the tax levy information would be posted on the City's <br />22 website. Finance Director Beer commented the information was already on the website and <br />23 available to the residents. <br />24 <br />25 Mayor Flaherty thanked staff and Council for coming together to work diligently on this year's <br />26 budget. <br />27 <br />28 Ayes — 5 Nays — 0 Motion carried. <br />29 <br />3o Finance Director Beer commented the Council discussed the 2013 budget for all funds at a <br />31 previous work session. He explained the water utility budget would have two items carry over <br />32 from 2012 to 2013. He noted a trailer mounted generator would also be carried over to the Waste <br />33 Water Budget. He indicated funds were available to cover these expenses. Staff recommended <br />34 approval of the 2013 budgets for all funds. <br />35 <br />36 Mayor Flaherty questioned if $5,000 was needed to complete the microfiche scanning. City <br />37 Administrator Ericson recommended the Council set aside $5,000 in 2013 to allow staff to finish <br />38 this task. <br />39 <br />40 MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 8030 <br />41 Adopting the 2013 Budgets for All Funds. <br />42 <br />43 Council Member Stigney stated Mounds View had a $5.6 million budget for 2013. He thanked <br />44 Mayor Flaherty for overseeing the budget process and for assisting with curtailing expenses. <br />45 <br />
