To: Honorable Mayor and City Council <br />From: Brian Beeman, Business Development Coordinator and <br />Mark Beer, Finance Director <br />Item Title/Subject: Review the Center for Energy and Environment Contract to <br />Administer the City of Mounds View's Housing Revolving <br />Loan Programs <br />Attached is the loan origination agreement between the Economic Development Authority and <br />the Center for Energy and Environment including Exhibit A, Program Guidelines and Exhibit B, <br />Mounds View Revolving Loan Program Budget. <br />Due to financial hardship, the Greater Metropolitan Housing Corporation (GMHC) will no longer <br />service Mounds View's loan programs after December 31, 2017, forcing the City to find another <br />agency to administer the loan programs. <br />Staff has met with the Center for Energy and Environment (CCE) to discuss their programs and <br />to determine if they are able and willing to service the City of Mounds Views loan programs. It <br />was determined that they have the capability and would like to contract with the City to continue <br />servicing its loan programs. Some loan programs are not offered by CCE that were previously <br />offered by GMHC and they are recommending that the City consider amending or creating one <br />or more new loan programs to better accommodate the City's residents. <br />A representative from CEE will be present to discuss the agreement, loan programs, and <br />recommendations. <br />Staff would recommend that Council review the documents and have a discussion with the CCE <br />representative and make any recommendations that they may have.
