Item No: 7F <br />f Meeting Date: December 9, 2013 <br />MOT ND � TWW Type of Business: Council Busing <br />lJ1ViJJ viL.1'Y Administrator Review: <br />City of Mounds View Staff Report <br />Immomr— <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Director of Public Works <br />Item Title/Subject: Resolution 8189, Approving a Position Description and Authorizing <br />Advertisement for Hiring a Maintenance Worker in the Public Works <br />Department <br />Background: <br />With the recent retirement by the long -employed Parks Supervisor and subsequent vacant <br />position that his departure left, Public Works is proposing a restructuring of staffing in the <br />department to address deficiencies in personnel and to increase the effectiveness in providing <br />the many essential services devolved upon the department. The proposed restructuring <br />involves the following: <br />1. Eliminate Parks Supervisor position and replace with non -supervisory position focused <br />on project management and civil engineering in Engineering Division. <br />2. Add a full-time (Parks) Maintenance Worker position in Maintenance Division. <br />This restructuring plan was discussed and supported by the City Council at their December <br />work session. <br />Discussion: <br />With the added position, Public Works will be staffed with nine full-time Maintenance Workers <br />assigned to the following maintenance five subdivisions: Drinking Water (2)*, Wastewater (2), <br />Stormwater (1), Streets (2), and Parks (2). *One of the Drinking Water maintenance positions <br />is the Lead Utility Worker which has a higher level of responsibility operating the water supply <br />and treatment plants. The other eight positions are equal in responsibility level and assist <br />each other with duties depending on subdivision work load, available personnel (due to sick <br />leave, vacation, etc.), weather, and emergencies. Although these positions are cross -trained <br />with other each other, the current position descriptions and titles are not consistent and do not <br />accurately depict these shared duties. Therefore, staff recommends combining these five <br />maintenance worker position descriptions into one document. <br />The attached "Maintenance Worker" position description incorporates the shared <br />responsibilities and requirements of the other five position descriptions (also attached), but <br />also details the core duties for the specific maintenance area (subdivision) that the worker is <br />appointed to. The "duties" of some of the old descriptions are more closely related to <br />knowledge, skills, and abilities and are reflected in that section of the proposed description. A <br />"Facilities" subdivision was also added to reflect the building maintenance duties that many of <br />the workers now share the completion of. The new position description does not change the <br />current intent or duties of the position and will not affect the hay points. <br />The Public Works labor agreement requires that all permanent job vacancies are first posted <br />internally for five working days so current members of the bargaining unit can be considered <br />for the vacancy before it gets advertised to the general public. This requirement supports the <br />concept of promoting from within if interested internal candidates meet the requirement of the <br />vacant job. Only after the vacancy is posted for five working days and no responses or <br />qualified candidates are received will the vacancy be posted externally. <br />
