Item No: 7D <br />MOT ,� ,,�S t TT� Meeting Date: Feb 25. 2013 <br />UNL �/ 1 Type of Business: CB <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8065 Authorizing Springsted, Inc. to Prepare a <br />Compensation Study <br />Introduction: <br />In 2008, the City Council solicited bids from consultants to review the City's compensation <br />policy and to conduct a market analysis of the positions consistent with the policy. <br />Springsted, Inc. was authorized to conduct the study and prepared a report for the <br />Council's consideration. Many positions were deemed to be compensated below those of <br />comparable cities. The Council partially implemented compensation adjustments but held <br />off on fully implementing the recommendations due to anticipated revenue shortfalls and <br />significant fiscal uncertainties. <br />Discussion: <br />At the City Council's retreat on February 5, 2013, the issue of compensation was discussed <br />and members expressed a desire to revisit the compensation study by having Springsted <br />provide an update. Staff solicited a work plan from Springsted which is attached to this <br />report. Because the data is five years old, there is little that can be updated—new <br />information will need to be obtained. Springsted has offered to conductthe research, data <br />collection, survey and analysis for a cost of $7,200 plus out of pocket expenses not to <br />exceed $250, for a total amount not to exceed $7,450. To whatever extent practical, staff <br />will assist Springsted in the data collection in an effort to minimize expenses. <br />Recommendation: <br />Staff recommends approval of Resolution 8065, authorizing Springsted, Inc., to conduct a <br />classification and compensation study according to the attached proposal, not to exceed a <br />cost of $7,450. <br />Respectfully submitted, <br />Jamw <br />James Ericson <br />City Administrator <br />Attachments: <br />1.
