�j Springsted <br />City of Mounds View, Minnesota <br />Updating the City's Classification and Compensation Program <br />Work Plan February 2013 <br />Classification and Compensation Study <br />Springsted will assist the City in updating its classification and compensation program in accordance with the <br />following project objectives. <br />➢ Develop and/or update job descriptions as requested <br />➢ Review and update Hay job evaluation points <br />➢ Reflect relevant market conditions outside the organization <br />➢ Establish fair and equitable compensation relationships among the City's positions <br />➢ Apply to all positions consistently and objectively <br />Task 1. Project Initiation <br />Springsted will meet with the City Administrator and designated staff to develop a time table to complete the study <br />and to discuss compensation issues that the City would like to address in this study. These issues could include <br />ensuring competitive wages for employees, addressing turnover issues or preparing for anticipated retirements. We <br />will ask the City to provide us with the background materials necessary to conduct this study, including information on the <br />current classification and compensation system, a current organizational chart, position/class specifications, union <br />contracts, employee census and payroll data and other relevant information. <br />Task 2 Review of Data <br />Springsted will use existing job descriptions and information from job audits conducted subsequent to the 2008 study as <br />the basis for updating the City's classification and compensation program. We do not anticipate the need for employee <br />meetings or the completion of employee Position Analysis Questionnaires. <br />Task 3 Job Evaluation <br />Job evaluation is process of defining internal relationships. The City currently uses the Hay job evaluation system; <br />Springsted will update and document any revisions to the Hay job points. <br />Task 4. Conduct a Salary Survey <br />Springsted will conduct a salary and benefits survey to compare its positions with analogous positions in other <br />comparable agencies in the area labor market. By gathering and analyzing information on wages and benefits, a <br />comparison of the City total compensation package can be compared to its defined market area. External market <br />comparisons for positions will be based on similar organizational structure, population, geographic location, job <br />responsibilities, scope of authority, financial, socio-economic, growth and other relevant factors developed in consultation <br />,I <br />Springsted <br />Mounds View, Minnesota.
