Item No: 9J <br />M0 NDS VfE-W <br />Meeting Date: December u 2017 <br />ss Type of Business: Council Business <br />Admin Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, Interim City Administrator <br />Item Title/Subject: Resolution 8870 Approving a Change in Starting Time for <br />City Council Meetings from 6:00 PM to 6:30 PM <br />Introduction: <br />On January 23, 2017, the City Council adopted Ordinance 931 which amended the City <br />Code to indicate that the City Council will establish meeting times by resolution. The <br />ordinance is now effective thus a resolution can be brought forward for consideration if a <br />time change is desired. At the November 20, 2017, Staff/City Council retreat, it was <br />discussed that a better time for the City Council meetings may be 6:30 PM rather than the <br />current 6:00 PM start time. <br />Discussion: <br />The City Council previously changed the meeting start time from 7:00 PM to 6:00 PM. The <br />intent of the proposal to move the meetings up an hour was to reduce personnel costs and <br />get everyone home an hour earlier. A concern had been expressed that an earlier start <br />time may be less convenient for residents to attend. Meetings are always available on <br />cable replay as well as "on demand" via web streaming, so residents are able to stay up to <br />date on what's happening in the City at their leisure. <br />Another concern was expressed with how EDA start times would be handled. The <br />proposed response would be to move the EDA meetings AFTER the Council meetings <br />since the EDA meets rather infrequently. Another approach which may make sense, <br />especially if there are issues of a similar nature on both the Council and EDA agendas, <br />would be to recess the Council at a specific point in the meeting, call the EDA meeting to <br />order, take action, then recess or adjourn the EDA meeting, and reconvene the Council <br />meeting. Staff notes the discussion seemed focused on council meetings and if council <br />desires to extend to workshop, clarification/direction is needed. <br />Recommendation: <br />Resolution 8870 has been prepared and is available for City Council action to change the <br />meeting times of Council meetings from 6:00 PM to 6:30 PM if that is the action the council <br />desires to take. And if desired, extend start time to work shops.
