Motnvns ViEw <br />City of Mounds View Staff Report <br />Item No: 9K <br />Meeting Date: December 11, 2017 <br />Type of Business: CB <br />Administrator Review: illi <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 8866, Approving the Upgrade for the <br />SCADA (Supervisory, Control, and Data Acquisition) Computer <br />Program. <br />Background/Discussion: <br />The City of Mounds View has operated a water and sewer distribution system since the early <br />1960's. These are critical health and safety services vital to our everyday lives for these <br />systems need to operate 24 hours a day, 365 days a year. Both the water and sewer systems <br />have pumping equipment that require operation without failure. The water pumps ensure that <br />the City has an adequate water supply for public use and for fire protection. The sewer pumps <br />ensure that there are no health risks or property damage due to sewer back-ups. <br />The SCADA (Supervisory, Control, and Data Acquisition) is a computer system for operating the <br />City's utility systems. This system consists of a computer, hardware, software, and <br />communication devices to control the functions of the City's water and sanitary sewer <br />infrastructure systems. SCADA monitors and controls the City's water storage capacity, <br />treatment plant operations, all wells and boosters pumps, and sanitary sewer lift stations. This <br />system allows Staff to monitor operations and to be notified immediately of any monitored <br />failure. Staff can also review pumping flows and tank elevations to optimize efficiency and <br />reduce power demand to save on energy bills and participate in energy load management <br />programs. The SCADA system was originally installed in 1989, and the following actions have <br />taken place: <br />• Software system upgrade in 1998 <br />• Software system upgrade in 2007 <br />• Partial software upgrade in 2016 <br />During these upgrades in 2016 it was highly recommended that an alarm backup dialer system <br />be installed (this would be a land line phone dialer). Currently if the battery backup to the <br />computer fails, no alarms would be sent out. Having a backup system would ensure that Staff <br />would be notified of power loss and other alarms. With plans to build a new Public Works <br />facility, the addition of a backup dialer was put on hold until the SCADA system can be moved <br />to the new Public Works facility. (The SCADA system was relocated in 2017 to the main water <br />treatment plant and was planned to be moved back into the new Public Works Facility in a <br />location that all Public Works Staff is more frequently around.) <br />Staff received a quote for relocating and updating the SCADA software program, from (AE2S) <br />Advanced Engineering and Environmental Services Inc. for $38,975. <br />Funding will be taken from account 700-4823-7030 (Water Fund), with a 2017 budget of <br />$42,640 for SCADA system upgrades. <br />
