MOOU:-�N-DtSMrW <br />of Mounds View Staff R, <br />Item No: 9.M. <br />Meeting Date: 12/11/ 2017 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nate Harder, Chief of Police <br />Item Title/Subject: Resolution 8875, Approving the H/J Law Firm to <br />Provide Prosecutorial Services for the City of Mounds <br />View Police Department <br />Background <br />The City has not solicited an RFP since 2003 for prosecutor services for the Mounds <br />View Police Department. The Mounds View Police Department presented a proposed <br />RFP for City Council review at the November 13 Council meeting. The Council <br />approved the proposed RFP which was disseminated to five area law firms. All five <br />firms solicited provided proposals for three year contracts. <br />Discussion <br />A panel consisting of the Interim City Administrator, Chief of Police, and a Mounds View <br />Investigator reviewed the proposals of the five firms. A decision was made to interview <br />three of the firms that had experience specific to Ramsey County. The three firms made <br />presentations to the panel and also answered the panel's questions. The three firms <br />interviewed included Erickson Bell, GDO Law, and H/J Law. All three firms offered <br />outstanding service and similar pricing (Erickson Bell: $75,000, GDO Law $72,000, H/J <br />Law $73,500). The proposed 2018 budget for prosecutorial services is $78,690. The <br />panel decided that H/J law will be the best fit for the City based on criteria we were <br />looking for: longevity, training, service, and value to the Mounds View Police <br />Department. This firm has attorneys, and office staff, that have worked with the Mounds <br />View Police Department and should offer a smooth transition. <br />Recommendation <br />Staff recommends approval of Resolution 8875 approving the H/J law firm for <br />prosecutor services to the Mounds View Police Department for a three year contract <br />with a review after one year. <br />Respectfully Submitted, <br />—fA� <br />Nate Harder <br />Chief of Police <br />
